LTFRB to start accepting Undas special permit applications Sept. 21

MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) on Sunday said it will start accepting applications for special permits for public transportation during this year’s observance of All Saints’ and All Souls’ Days on Sept. 21.

According to LTFRB Acting Chairperson Greg Pua Jr., applications will be accepted from Sept. 21 to Oct. 2, 2026, while the special permits will be effective from Oct. 28 to Nov. 6.

“The goal is to ensure that there will be no stranded passengers by making sure that there will be sufficient passenger buses and other appropriate public transportation,” Pua said.

The board earlier explained that special permits are issued during holidays to allow more public utility vehicles to ply beyond their original routes amid an influx of passengers.

The agency said the following requirements are needed to apply for a special permit: Official Receipt/Certificate of Registration of the unit; valid Personal Passenger Accident Insurance (PPAI); and, for a juridical entity, a Board Resolution and/or Secretary’s Certificate authorizing the application for a Special Permit and designating the authorized representative/s to file the petition.

It then noted the following conditions for the application and approval:

• Only 50% of the total authorized units per operator per authorized route are allowed;
• Units applied for should not be more than 14 years old from the date of manufacture; and
• The specific addresses of the terminals at both ends of the applied route must be indicated.

The agency said more than 800 passenger buses were given special permits during the observance of Undas last year. /mcm
