DOJ Usec. Margarita Gutierrez named among People Asia’s Women of Style & Substance 2026

MANILA, Philippines – Justice Undersecretary Margarita Gutierrez is being recognized for a brand of public service that seeks to bring the law closer to ordinary Filipinos—particularly women, persons deprived of liberty and communities with limited access to legal assistance.

Gutierrez has been named one of People Asia’s Women of Style & Substance 2026, joining a diverse group of women recognized for achievements and meaningful contributions in their respective fields.

For Gutierrez, the recognition comes as she continues to push for a justice system that ordinary Filipinos can more easily understand and access.

One of the youngest undersecretaries at the DOJ and currently only one of two women holding the position, Gutierrez oversees programs that provide free legal assistance to underserved communities, while also supporting initiatives for women and persons deprived of liberty.

Her advocacy is anchored on the belief that the law should make a tangible difference in people’s lives.

“It reaffirmed my belief that the law is at its most meaningful when it protects ordinary people and restores their dignity,” Gutierrez said.

Among the programs highlighted in her People Asia recognition are the DOJ Action Center and DOJ Katarungan Offices, where Filipinos may seek free legal assistance, guidance and referrals on available legal remedies. Gutierrez also hosts Legally Speaking, a television program aimed at explaining legal issues in language that is easier for the public to understand.

Women’s empowerment is another important part of Gutierrez’s work, particularly for women deprived of liberty.

Her connection to the advocacy dates back to her student years, when a visit to the Correctional Institution for Women in Mandaluyong exposed her to the stories of incarcerated mothers and women whose circumstances were shaped by poverty, abuse and desperation.

“There were so many mothers inside. Many committed crimes because of poverty. That experience made me realize how complicated life can be, and that many people simply need someone willing to help them find a second chance,” she said.

Today, Gutierrez helps forge partnerships that provide women in correctional facilities with livelihood and skills training alongside legal, medical and educational assistance—efforts designed to give them better opportunities when they eventually return to their communities.

Her inclusion in People Asia’s Women of Style & Substance underscores the significance of recognizing women not only for professional achievement, but for how they use their positions and influence to improve the lives of others.

Gutierrez is joined by fellow 2026 honorees including Mikee Cojuangco-Jaworski, journalist Glenda Gloria, Mayor Tin Antonio, Dr. Reinabelle Reyes, Chef Quenee Villar, Jessica Sy, Shiela Valderrama, Shyla Tan and Dr. Nelda Valencia-Eufemio, among others.

The August-September 2026 issue of People Asia, which features Gutierrez and this year’s Women of Style & Substance awardees, has Atasha Muhlach on the cover.

The awardees will be formally honored on September 29, 2026.

For Gutierrez, the recognition also shines a light on a larger advocacy: making sure that justice is not something available only to those who can afford it or understand the complexities of the legal system, and that women facing difficult circumstances are given the support and opportunity to begin again.
