Parliamentary Service Act 2025 takes effect, council to be established

KUALA LUMPUR: The Parliamentary Service Council will be established following the implementation of the Parliamentary Service Act 2025 today.
Deputy Speaker Datuk Ramli Md Nor said the council would be responsible for matters relating to the parliamentary service.
"I am also pleased to announce that the Parliamentary Service Act 2025 came into force on Oct 1.
"Following this, the Parliamentary Service Council will be established, and the council will be responsible for matters relating to the parliamentary service," he told the Dewan Rakyat.
The establishment of the council marks the next step in the implementation of the Act.
Ramli made the announcement as MPs returned to the Dewan Rakyat for a 37-day sitting, which runs from today until Dec 8.
Among the key matters to be considered during the sitting are the 2027 Budget, the Auditor-General's Report and several Bills.
Ramli also reminded MPs who have yet to undergo their health screenings to do so by Oct 30.
He said the screenings were important in helping MPs identify potential health issues early and take preventive measures.
He also reminded MPs and ministries to adhere to the time allocated during oral question-and-answer sessions to allow more questions to be answered in the House.
Earlier, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said the enactment of Act 869 was a significant achievement for the Madani government's institutional reform agenda and a historic milestone for the Malaysian Parliament.
She said its implementation came 34 years after the Parliamentary Services Act 1963 (Act 394) was repealed under the Constitution (Amendment) Act 1992 (Act A837), which took effect on Nov 20, 1992.
The Parliamentary Services Bill 2025 was tabled for its first reading in the Dewan Rakyat on Feb 24, 2025, followed by its second reading on March 4.
The Dewan Rakyat passed the Bill on March 5, followed by the Dewan Negara on March 20.
His Majesty Sultan Ibrahim, King of Malaysia, consented to the Bill on July 9, before it was gazetted on July 18, 2025.
