Indonesia begins talks on nuclear goods for STM framework

Jakarta (ANTARA) - Indonesian Trade Minister Budi Santoso stated here on Wednesday that the nuclear sector has become one of the primary focuses in the government's initial discussions regarding the Strategic Trade Management (STM) framework.

The STM is a global trade governance initiative designed to ensure that strategic goods and technologies with potential dual-use — both commercial and military — are not utilized to support activities that could jeopardize national or international security.

Santoso noted that the implementation of the STM aligns with Indonesia's commitments under the Agreement on Reciprocal Trade with the United States.

"Under the Coordinating Ministry for Economic Affairs, work has already started in the nuclear sector, with Bapeten, Indonesia's Nuclear Energy Regulatory Agency, leading the initial work on nuclear-use goods," he said during the 5th Annual Southeast Asia Forum on Export Controls (SEAFEC).

The Indonesian Ministry of Trade has established three main priorities to support the implementation of this strategic trade framework.

Santoso explained that the ministry will define clear boundaries of authority among institutions, formulate streamlined and transparent business processes to avoid burdening industry players, and integrate the new framework into existing systems.

He expressed optimism that the STM will ensure that the domestic traffic of goods and technology is well-regulated, thereby strengthening Indonesia's position as a secure and responsible trading partner.

On a global scale, the system is expected to bolster the trust of international partners and pave the way for domestic businesses, including small and medium-sized enterprises (SMEs), to compete globally.

The government assured that the adoption of the STM will be carried out efficiently yet progressively, providing sufficient time and space for businesses and relevant institutions to adapt.

Amid the rapid development of dual-use technologies, artificial intelligence, semiconductors, and the utilization of critical minerals, Indonesia must be capable of balancing market access with trade security, the minister added.

As a responsible member of the international community, Indonesia remains committed to strengthening multilateral cooperation to uphold the principles of non-proliferation of nuclear weapons and other weapons of mass destruction (WMDs).

Furthermore, Indonesia is committed to implementing United Nations Security Council (UNSC) Resolution 1540 to prevent non-state actors from acquiring such weapons.

"Our aim is to develop an Indonesian risk-based STM system that strengthens strategic trade control without becoming a barrier to trade, industrialization, research, innovation, and technology access," Santoso emphasized.

According to data from the Ministry of Trade, the manufacturing industry currently accounts for more than 82 percent of Indonesia's total exports. Furthermore, Indonesia's trade balance recorded a surplus of US$3.7 billion during the January-July 2026 period.

In 2025, the United States stood as Indonesia's second-largest trading partner, with bilateral trade reaching a value of US$43.9 billion.
