立法會大會，有議員關注政府向引進香港的海內外企業提供政策優惠時，會否要求聘用一定比例的本地僱員。

商務及經濟發展局局長丘應樺表示，引進到香港的企業，大多聘用本地僱員，但現階段無規定聘用比例，如果在商討時企業能作出相關承諾，可以成為提供優惠的談判籌碼。
