VP Duterte’s total unexplained wealth at P817.87M – witness’ report

MANILA, Philippines — The table prepared by prosecution witness, lawyer and accountant Alexander Cabrera, alleges that Vice President Sara Duterte had a total unexplained wealth of P817.87 million from 2022 to 2025.

On Friday, day 37 of Duterte’s trial, House Prosecutor Rep. Chel Diokno led the direct examination of Cabrera, whom the prosecution sought to establish as an expert witness.

After being furnished with the financial records of Duterte and her husband, Manases Carpio, along with the businesses linked to them, Cabrera prepared a forensic report. Cabrera presented tables before the impeachment court.

“Meron po kaming ginawa pong summary ng findings, kung di po ako nagkakamali, sa Table 39 po,” Cabrera told the impeachment court.

(We prepared a summary of the findings, if I’m not mistaken, in Table 39.)

“Your Honor, I will be showing Table 39, which is shown in the report itself; it’s not a summary but from the report itself,” Diokno said.

Total undeclared assets and income were said to be at P190.63 million in 2022; P167.38 million in 2023; P263.22 million in 2024; and P195.70 million in 2025.

Cabrera explained that included in his report were the years 2022 to 2025 as “ito po yung mga taon na si VP Sara po ay nanunungkulan bilang Vice President.” (These are the years when Vice President Sara Duterte was serving as vice president.)

Based on Cabrera’s table, the P817,874,867 total consisted of two parts.

The first was undeclared assets, which included:

  • P207.70 million in total undeclared cash from 2022 to 2025.
  • P143.50 million in undeclared other personal and real properties, net, during the same period.

The second covered undeclared income, which included:

  • P111.85 million in computed undeclared income of the couple.
  • P142.20 million in computed undeclared income from Cale88 and Metro City.
  • P212.63 million in computed undeclared income from GenCorp.

Cale88, Metro City, and GenCorp were the companies linked to the Carpio couple.

After explaining the breakdown of each section, the Presiding Officer Sen. Chiz Escudero asked whether the P817.87 million was an aggregate amount.

“Ito pong undeclared po dito, hindi po siya ’yung kinokopya po ‘yung mga naka-undeclared sa mga nakaraang taon at cine-carry. So this has no carry-over amounts,” Cabrera said.

(This undeclared amount here, it does not copy or include amounts which were undeclared from the previous years. So this has no carry-over amounts.)

He further illustrated that if in a year, Duterte did not declare her firearms, it will no longer be added in the undeclared for the following years even if it remains undeclared.

According to Cabrera, he wanted to compute the underdeclarations per year, and not cumulative violations, so, “iniwasan po naming ulitin po.” (“we avoided any duplications.”)

“So walang rolling over ’yan?” Sen.-Judge Bam Aquino asked. (So there were no roll-overs there?)

“Wala po,” Cabrera said. (There’s none)

Per Aquino’s questioning, Cabrera also confirmed that in order to get Duterte’s net worth in 2025, one would have to add her declared net worth from her 2025 SALN and add it to the 817 million undeclared from Cabrera’s report.

Cabrera’s testimony was offered to tie together and present the “bigger picture” for the prosecution’s presentation of Impeachment Article II that alleges Duterte amassed unexplained wealth; did not fully or truthfully declare all her assets, liabilities, and net worth in her Statements of Assets, Liabilities, and Net Worth (SALN); and failed to divest her business interests during her tenure as vice president.

Conclusions

Toward the end of his direct examination, Diokno asked Cabrera to read before the court his conclusions from his forensic report.

His five-point conclusion read as follows:

  1. “VP Sara Duterte’s SALN for the years 2022, 2023, 2024, and 2025 were untruthful, with a substantial amount of assets belonging to the Respondent and Spouse found to be unreported.”
  2. “VP Sara during her Vice Presidency continued to participate in various businesses.
  3. “Her unexplained wealth, based only on the limited documents examined, excluding documents in the possession of VP Sara and Spouse, amounts to P817.87 million.”
  4. “The above-mentioned infringements which happened in 2022, 2023, 2024 and 2025 established a pattern of constitutional violations year-on-year.”
  5. “Apart from the Constitution, other laws were violated or may have been violated such as the National Internal Revenue Code, RA 1379, RA 6713, RA 3019, RA 12009, SRC Rules, and COA Rules.”

Cabrera said his engagement with the prosecution was done “pro-bono” and among his conditions was that he work on the matter independently, absent any promise from him of a predetermined result to the panel of prosecutors. /jpv/cb
