Suyudi lays out six priority programs to transform National Police

Commissioner General Suyudi Ario Seto unveiled six priority programs to advance police reform during a fit-and-proper test for his nomination as National Police (Polri) chief before the House of Representatives (DPR).

Speaking at the Parliament Complex in Jakarta on Thursday, Suyudi said the first program would strengthen institutions by streamlining Polri headquarters’ command structure and improving professionalism and public services nationwide.

The second program will focus on human resources, including workforce planning, recruitment, education, assignments, career development, competency building, welfare and retirement, he said.

Emphasizing merit-based management, Suyudi said Polri must be free from nepotism and transactional practices.

“Accomplished personnel must be protected and provided with career opportunities. Violations must be addressed in a proportional and consistent manner,” the police chief-designate said.

The third program aims to improve public services by making them accessible, transparent and inclusive, while expanding digitalization to help curb illegal levies, he said.

The fourth program will strengthen law enforcement, with success measured by the quality and effectiveness of case resolution rather than the number of cases handled, based on evidence, legal certainty and justice.

The fifth program will strengthen oversight by shifting from a reactive approach toward risk-based supervision, Suyudi said.

“Those reporting misconduct must be protected, while oversight findings must lead to corrective action, accountability, remediation, and safeguards against repeat violations,” he added.

The sixth program will focus on budget accountability, with spending required to deliver tangible public benefits.

Budgeting should use bottom-up planning based on needs, expected outcomes, workload and risks, Suyudi said.
