New ministry to accelerate downstreaming, energy transition: Rosan

Jakarta (ANTARA) - The establishment of the newly created Coordinating Ministry for Downstreaming and Energy Transition is expected to streamline policy implementation and accelerate Indonesia’s shift toward clean energy, Investment and Downstreaming Minister Rosan Roeslani said.
“With the existence of a coordinating ministry for downstreaming and energy transition, I am confident that the work will become more comprehensive and proceed more rapidly,” Rosan said following the opening of the Indonesia International Sustainability Forum (ISF) 2026 in Jakarta on Tuesday.
He pointed to the national program to develop 100 gigawatts (GW) of solar power capacity as a key project under the energy transition agenda.
As part of the initiative, the government plans to phase out approximately 13 GW of diesel-fueled power generation and replace it with solar energy.
“There is approximately 13 gigawatts (of diesel-based power) that we will attempt to replace gradually and rapidly with solar panels,” Rosan said.
The minister cited downstreaming as a critical pillar of economic growth, noting that resource-processing projects currently account for roughly 30 percent of Indonesia’s total realized investment, a figure expected to rise steadily.
Regarding the institutional positioning of the Investment and Downstreaming Ministry under the new coordinating ministry, Rosan said his ministry is awaiting formal instructions.
“We are simply waiting for directives,” Rosan said regarding potential presidential regulations.
“The important thing is that our coordination remains strong,” he added.
President Prabowo Subianto officially inaugurated Bahlil Lahadalia as Coordinating Minister for Downstreaming and Energy Transition on October 1, 2026, pursuant to Presidential Decree No. 104/P of 2026.
Bahlil also retains his position as Energy and Mineral Resources (ESDM) Minister.
According to Bahlil, the new coordinating ministry is tasked with consolidating energy transition programs aligned with Prabowo’s Asta Cita vision, noting that roughly 90 percent of domestic downstreaming investment is in the energy and mineral resources sector.
Meanwhile, Coordinating Minister for Economic Affairs Airlangga Hartarto said that the assignment of technical ministries under the new coordinating framework remains under review by the Ministry of Apparatus Empowerment and Bureaucratic Reform.
