Who is Luis Antonio Tagle, the first Filipino and Asian Dean of Cardinals?

Cardinal Luis Antonio Tagle has become the first Filipino and Asian to serve as Dean of the College of Cardinals.

Born in 1957 into a working-class family near Manila, Tagle was ordained a priest in 1982. He later served as Bishop of Imus in Cavite before becoming the 32nd Archbishop of Manila.

In 2012, Pope Benedict XVI appointed him cardinal.

A fluent English speaker and a prominent Catholic theologian, Tagle was considered a possible papal contender in the 2013 conclave that elected Pope Francis and the 2025 conclave that elected Pope Leo XIV.

Beyond his pastoral duties, Tagle has held academic positions at the Loyola School of Theology at Ateneo de Manila University and the Divine Word Seminary in Tagaytay, which is run by the Society of the Divine Word.

He has also served on the International Theological Commission and other Vatican bodies, earning recognition as one of the Catholic Church's leading theologians. He obtained a doctorate in sacred theology from The Catholic University of America in 1991.

From 2015 to 2022, Tagle served as president of Caritas Internationalis, a global confederation of Catholic charitable organizations.

Tagle's close association with Pope Francis led to another major appointment in 2019, when the late pontiff named him prefect of the Congregation for the Evangelization of Peoples, a key Vatican department responsible for missionary work.

In 2022, however, Pope Francis replaced Tagle and the department's leadership following a Vatican-ordered review that identified deficiencies in management and procedures.

Following a reform of the department, Pope Francis appointed Tagle pro-prefect of the section for First Evangelization and New Particular Churches in 2022. The role involved overseeing matters concerning missionary territories and newly established local churches.

On October 8, 2026, Pope Leo XIV approved Tagle's election as Dean of the College of Cardinals following the acceptance of the resignation of Italian Cardinal Giovanni Battista Re.

What is the College of Cardinals?

The College of Cardinals is composed of senior church leaders who advise the Pope and take part in the election of his successor when the papacy becomes vacant.

Under Church law, only cardinals who meet the eligibility requirements may vote in a papal conclave.

What is the role of the Dean?

The Dean serves as the head of the College of Cardinals, coordinating its work and representing the body in an official capacity. The position is often described by the Latin expression primus inter pares, meaning “first among equals.”

The Dean does not govern the Catholic Church in place of the Pope. However, the position takes on particular importance when a Pope dies or resigns, as the Church prepares for the election of a new pontiff.

The Dean presides over meetings of the College of Cardinals and plays a central role in the proceedings surrounding a papal transition. During a conclave, the Dean also invites the elected Pope to accept his election and choose a papal name, provided the Dean is eligible to participate in the conclave. —VBL, GMA News
