MPs, Senators head to mediation over Road Levy cash row

MPs have threatened to push for constitutional changes to abolish the Senate after senators rejected a Bill seeking to channel part of the Road Maintenance Levy Fund (RMLF) to counties.

The Kenya Roads (Amendment) Bill, 2025, which would have allocated five per cent of the levy directly to county governments, was rejected in its entirety at the Second Reading, setting the stage for mediation between the two Houses. The rejection has revived longstanding rivalry between the National Assembly and Senate over the management and allocation of road funds under devolution.
