Ex-cop appears before NBI over alleged ‘cash delivery’ to Dutertes

MANILA, Philippines — Dismissed police officer Rodulfo Gracioso Jr., a former security aide of then House Speaker Lord Allan Velasco, appeared before the National Bureau of Investigation (NBI) on Monday to submit a sworn affidavit and “evidence” that he allegedly delivered suitcases of cash to Vice President Sara Duterte, former President Rodrigo Duterte, and Davao City 1st District Rep. Paolo Duterte at Velasco’s instruction.

In an interview with reporters after appearing at the NBI, Gracioso presented what he called “evidence,” including photos of himself with VP Duterte.

He said that aside from the photos, he also submitted other evidence to the bureau, such as videos showing his alleged delivery of more than P2 billion to the vice president, P1 billion to the former president, and P100 million to the congressman.

“Mahirap pong mag-imbento dahil bilang pulis, may kulong yan,” Gracioso told reporters.

Gracioso said he has known VP Duterte since 2017, when he started working as a security officer for Velasco. He claimed the “transaction” or delivery of money started then.

When asked why he only showed up now, Gracioso said it is because Velasco did not help him financially when his father got sick.

“Ngayon lang po nagkasakit yung tatay ko. Humingi ako sa kaniya ng tulong, hindi siya tumulong,” he said.

(My father just got sick. I asked him for help, he didn’t help.)

He also said he communicated with Velasco regarding his plan to supposedly expose the delivery of cash, but “He didn’t say anything.”

When further asked if he still has communication with Velasco, Gracioso said, “Wala na. Nasa ibang bansa na silang mag-asawa.”

VP Duterte earlier released a statement to deny Gracioso’s allegations, emphasizing that she does not know him.

“My lawyers are awaiting an official copy of the Gracioso affidavit from the NBI so they can begin working on the cases to be filed against him. Once we are done dismantling the lies contained in his testimony, it will end up in the trash bin—just like the one from Ramil Madriaga,” the vice president said. /jpv
