Police say the 16-year-old was driving along tram tracks on Flinders Street about 10:45am when he struck a 57-year-old woman, who was hospitalised with non-life-threatening injuries.

The teenager allegedly performed a U-turn outside Flinders Street Station where police drew their firearms, before turning down Flinders Lane and hitting multiple parked cars.

Witnesses told the ABC they were forced to jump out of the way to avoid the car as it drove down Flinders Street.

The chaos unfolded as thousands of people were running in the Melbourne Marathon on a route that passed by Flinders Street Station at the Swanston Street end.

The boy was later arrested by police at Albert Park.

Victoria Police said the incident was not an act of terrorism or a targeted attack.
