Ministry stresses Administration Bill key to accurate development data

Jakarta (ANTARA) - Deputy National Development Planning Minister Febrian Alphariyanto Ruddyard stressed that the Population Administration Bill has a crucial role because the quality of national development depends heavily on the accuracy and timeliness of data.

“The quality of this development will depend heavily on the quality of the data that forms the basis of decision-making,” Ruddyard said at the coordination meeting of the problem inventory list (DIM) for the Population Administration Bill at the Home Affairs Ministry office here on Tuesday.

He said quality population data will determine policy accuracy, budget effectiveness, and the equal distribution of development benefits.

In this regard, Ruddyard appreciated the Home Affairs Ministry and all ministries and institutions that collaborated in drafting the DIM for the bill.

According to him, population administration is not merely recording birth, death, or population movement documents. More than that, it is the way the state knows its people and ensures the fulfillment of their basic rights.

He highlighted that population documents directly determine people’s access to education, health services, and social protection. Therefore, strengthening population administration is a real step in bringing the state into people’s lives.

Ruddyard said the National Development Planning Ministry (Bappenas) welcomed several strengthening measures in the bill, especially a proactive service approach, wider protection for vulnerable groups, and the development of the Digital Population Identity (IKD).

He emphasized that the government must not just wait for people to come and report but must actively reach residents who face service barriers.

In addition, he reminded that digital transformation should make things easier for people without creating new difficulties.

“Technology must make services faster, safer, and more affordable, without leaving behind people who do not yet have digital access at all,” he said.

From a planning perspective, he said, Bappenas stressed the importance of aligning the bill with the One Data Indonesia (SDI) governance framework.

He said population administration plays the role of providing accurate and up-to-date population data, while SDI ensures that the data can be used consistently and responsibly across sectors.

“What we need is a system able to exchange data securely, with a clear division of authority and strong personal data protection,” he stressed.
