BIR Makati launches MS-TAMP to assist micro, small taxpayers

MANILA, Philippines — The Bureau of Internal Revenue (BIR) has rolled out a new mentoring program tailored for micro and small taxpayers, shifting the agency’s focus from strict enforcement to hands-on assistance and voluntary compliance.

Launched on Sept. 15 by BIR Revenue Region No. 8A–Makati City, the Micro and Small Taxpayers Assistance and Mentoring Program (MS-TAMP) offers guided support, direct assistance, and education to help small entrepreneurs navigate their tax obligations without the fear of immediate penalties.

BIR Commissioner Charlito Martin R. Mendoza lauded the Makati regional office for pioneering the initiative, highlighting the bureau’s broader push to modernize and humanize its frontline service.

“I commend BIR Makati for taking the initiative to bring assistance closer to our micro and small taxpayers. This is the kind of service we want to strengthen across the Bureau—helping taxpayers understand their obligations, addressing concerns early, and making compliance easier,” Mendoza said.

Regional Director Antonino L. Ilagan, who serves as the program’s executive sponsor, made it clear during the launch that MS-TAMP is intentionally designed as a support system rather than a tax audit mechanism.

“At its core, MS-TAMP is about helping taxpayers. Through data-driven monitoring, taxpayer education, and coordinated assistance, we want to identify where guidance is needed, reach out early, and help our micro and small taxpayers comply correctly. This is not an audit program—it is an assistance and mentoring program,” Ilagan stressed.

The ceremonial kickoff featured the signing of regional implementing orders, the unveiling of an official MS-TAMP infomercial, and the initial dispatch of assistance notices to local taxpayers. To ensure continuous outreach, the revenue region also launched its official RR8A–Makati City Viber Community Channel, giving small business owners a direct line for updates and assistance.
