Dole reminds employers, workers of pay rules during work suspensions

MANILA, Philippines — The Department of Labor and Employment (Dole) on Wednesday reminded private-sector employers and workers of their rights and other arrangements during work suspensions due to severe weather disturbances.

In an advisory, Dole said that under Labor Advisory No. 14, Series of 2026, private companies may suspend work operations to ensure workers’ safety and well-being during heavy rainfall and flooding caused by weather disturbances or similar occurrences.

Employees who report for work for at least six hours during a suspension are entitled to their full regular pay. Those who work for less than six hours may receive proportional pay based on the hours rendered.

Workers who do not report for work or render service during the suspension are generally not entitled to regular pay, unless covered by a more favorable company policy or practice, a collective bargaining agreement (CBA), or accrued leave credits.

Likewise, employees who did not report for work during suspensions due to imminent threats from inclement weather should not be subjected to administrative sanctions.

The agency reminded employers that additional incentives or benefits may be granted to workers who render extra hours during suspended workdays.
