LTFRB summons operator of bus in fatal Manila road crash

MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) on Sunday said it summoned the operator of a passenger bus involved in a fatal road crash along España Boulevard in Sampaloc, Manila. 

The road crash involving multiple collisions of vehicles last September 11 resulted in the death of a senior citizen while eight other individuals were injured.

LTFRB Acting Chairperson Greg Pua said that the bus operator needs to explain why its Certificate of Public Convenience (CPC) should not be suspended or canceled over the incident.

“Both cases are in violation of the existing CPC conditions, one for not ensuring the road worthiness of the public utility vehicle, and the other one is employment of a reckless driver,” Pua said in a statement.

The LTFRB said that the hearing is scheduled on September 17, 2026 to determine possible appropriate sanctions. 

Pua said that the operator is expected to bring necessary documents in relation to road worthiness of the public utility vehicle (PUVs) involved.

He added that necessary tests will be conducted to determine if the driver was under the influence of any substance during the incident.

The Regional Franchising and Regulatory Office of the National Capital Region is also directed to ensure that the victims are covered by insurance.

“Each fatality involving PUVs are entitled to P400,000 while injured victims are entitled to P100,000 each,” the LTFRB said. /gsg
