Why 4K Blu-ray always beats 4K streaming for picture quality

It comes down to bitrate and the limitations inherent in streaming video.

Put a 4K stream and an Ultra HD Blu-ray of the same movie on the same TV screen and both can deliver a 3,840 x 2,160 image. However, that doesn't mean the TV is receiving the same amount of picture information. Resolution describes the grid of pixels on screen, while compression determines how much detail is preserved within that grid.
For mainstream streaming, that distinction gives Ultra HD Blu-ray a built-in advantage. A disc can devote far more data to the video, while an internet stream also has to keep playback stable as network conditions change.

This is where bitrate matters. Bitrate measures how much data a video uses over time, typically in megabits per second (Mbps), but it's not a universal quality score. The codec matters too. A codec is the technology used to compress video for storage or transmission and then decode it for playback. Some codecs can preserve more picture detail than others while using the same amount of data. HEVC, for example, was designed to compress video more efficiently for uses including streaming and digital storage.
Even with an efficient codec, the amount of data available still matters. The Blu-ray Disc Association says Ultra HD Blu-ray supports maximum video rates of 108 Mbps on 66GB discs and 128 Mbps on 100GB discs. Those are ceilings rather than minimum or typical movie bitrates, but they show how much data the format can devote to video.
Internet streaming is built around a different set of priorities. Apple's HTTP Live Streaming (HLS), one system used to deliver video over the internet, provides multiple versions of the same video at different bitrates so playback can switch between them as network conditions change. Netflix shows that tradeoff in practice: it recommends at least a 15 Mbps connection for 4K, although that is an internet-speed recommendation rather than the bitrate of a Netflix video, and it may lower picture quality on a slow or unstable connection.
Where compression differences show up on screen

Not every scene is equally easy to compress. Large, relatively simple areas can be represented efficiently, while fine textures, fast motion and constantly changing details need more data. Film grain is especially demanding because its seemingly random pattern changes from frame to frame. Netflix's encoding research found that grainy footage could still show visible blockiness at bitrates that were excessive for simpler animation. If there isn't enough data available for a complicated scene, those compression artifacts become easier to spot.
Compression can become noticeable in simpler scenes too. One example is banding, which happens when a smooth transition between shades breaks into visible bands instead of changing gradually. You might notice it in a dark wall, a shadow or an evening sky, where subtle changes in color or brightness should otherwise look seamless.
A higher bitrate doesn't guarantee a better image, and a poorly-encoded disc can still look worse than an excellent stream. When the source material and encoding quality are comparable, though, having more data available means less visual information needs to be discarded.
High-bitrate streaming can narrow the gap

Some services stream 4K at much higher bitrates. Sony Pictures Core's Pure Stream mode runs between 43 Mbps and 80 Mbps, with the streaming service requiring at least a 115 Mbps internet connection to reach the highest setting. Sony says that top tier delivers an experience comparable to 4K UHD Blu-ray.
That makes the distinction clearer: streaming itself isn't necessarily the limitation. Give an internet stream enough bitrate and bandwidth and it can come much closer to disc quality.
Local streaming can work differently from a subscription service because the video may not need to be recompressed at all. A personal media server such as Plex can send a compatible video file directly to a TV or streaming device in its original form. Plex calls this Direct Play. It can also use Direct Stream, which changes how the file is packaged for the device without recompressing the video itself. In either case, streaming the file doesn't necessarily mean sacrificing picture quality through additional video compression.
Those exceptions don't erase Ultra HD Blu-ray's advantage over mainstream 4K streaming. They show that the real issue isn't whether a movie comes from a disc or over the internet, but how much picture information actually makes it to your screen.
