Indonesia pitches biodiversity funding, fiscal reforms at COP17 CBD

Jakarta (ANTARA) - Indonesia has showcased its fiscal incentive reforms, green financing innovations, and science-driven conservation strategies at the 17th Conference of the Parties to the Convention on Biological Diversity (COP17 CBD).

Leading the Indonesian delegation, Deputy for Pollution and Environmental Damage Control at the Environment Ministry Noer Adi Wardojo outlined the country's framework to support Target 18 of the Kunming-Montreal Global Biodiversity Framework (KM-GBF).

"Target 18 is not just an environmental commitment for Indonesia, but also an integral part of sound fiscal policy and sustainable long-term development planning," Noer Adi said in a statement on Saturday.

He noted that for a megabiodiversity nation, fiscal policy and public incentives play a foundational role in preserving ecosystems&rmdash;ranging from forests and wetlands to marine zones&rmdash;while safeguarding the livelihoods of communities dependent on natural resources.

Indonesia's strategy rests on three core pillars under the Indonesian Biodiversity Strategy and Action Plan (IBSAP 2025–2045), coordinated with the National Development Planning Ministry (Bappenas).

These include mapping 43 positive incentive instruments&rmdash;comprising 19 fiscal and 24 non-fiscal&rmdash;across sectoral ministries to encourage biodiversity-friendly practices.

The nation is also optimizing Ecological Fiscal Transfers (EFT) for regional governments, implementing biodiversity budget tagging with the Finance Ministry starting in 2024, and utilizing innovative financial vehicles such as Green Sukuk. Officials stressed that these reforms will be phased in fairly to protect local communities and small-scale farmers.

Complementing its financial strategy, Indonesia is expanding scientific collaboration with the International Union for Conservation of Nature (IUCN) to detect early ecosystem degradation and execute evidence-based interventions.

Following existing mandates for forests, peatlands, and mangroves, Jakarta is finalizing comprehensive protection regulations for karst ecosystems and freshwater lakes to institutionalize ecological restoration and environmental integrity.

"Indonesia continues to strengthen its national regulatory framework," Noer Adi concluded, positioning the country's multi-layered conservation strategy as a benchmark for emerging economies balancing high biodiversity with developmental growth.
