Shooter sa Banga National High School, babad sa deep dark web -- DILG

Babad sa deep dark web ang shooter sa insidente ng pamamaril sa Banga National High School sa South Cotabato na kumitil ng buhay ng ilang estudyante, ayon sa Department of the Interior and Local Government (DILG) nitong Sabado.

"Upon investigation, he was heavily into the deep dark web. He was into the deep dark web which influenced him," sabi ni DILG Secretary Jonvic Remulla sa isang pulong balitaan.

"According to his phone, he left several notes detailing his depression at tuloy-tuloy ito. And it was discovered last April 2026 ng parents niya. And the parents tried to handle the situation ngunit nagkulang," sabi pa niya.

Sinabi ni Remulla na naganap ang insidente 1 p.m. ng Biyernes.

"Three children are confirmed dead," ani Remulla, na idinagdag na dalawa rito ang estudyante, at ang mismong shooter. Walo ang sugatan.

"This is another incident and one too many. Again for the third time, an illegal gun was used that was not secured," ani Remulla.

Sinabi ng hepe ng DILG na pagmamay-ari ang baril ng ama ng shooter, na isang disaster risk mitigation officer ng Department of Education (DepEd).

"Mayroon siyang ('yung ama) tatlong licensed firearms na hindi secured enough na nabuksan ng bata at kinuha 'yung baril," dagdag niya.

Samantala, nagpaabot ng pakikiramay si Philippine National Police (PNP) chief Police General Jose Melencio Nartatez Jr. sa mga pamilya ng mga nasawi.

"Once again, ang Philippine National Police ay nakikiramay," sabi niya.

Sinabi ni Nartatez na sinusuri ng mga imbestigador ang mga pangyayari bago ang pamamaril para matukoy kung ano ang nagtulak sa shooter na gawin ang krimen.

"For one thing, hindi natin mabasa ang pag-iisip ng isang tao but we can investigate or look into the actions before these incidents," sabi niya.

Iniimbestigahan ng pulisya ang iba't ibang personal na nakaapekto sa shooter, ani Nartatez.

"We look into various personal effects in coordination with the parents. Notes, cellular phone, other gadgets that we can subject to forensic or any investigation," sabi niya.

"Record shows that he's into heavy activities with social media as well as internet activities showing violent activities," sabi pa ni Nartatez.

Pinayuhan ng hepe ng DILG ang mga magulang na suriin kung ano ang tinitingnan ng kanilang mga anak sa social media, at kung ano ang mga website na kanilang binibisita.

"Tingnan ninyo. It is not a privacy issue. Anak n'yo 'yan... Nalulublob sila sa malalalim at madidilim na websites," sabi ni Remulla.

Pakikipagtulungan sa DICT Kongreso

Sinabi ni Remulla na makikipagpulong siya sa Department of Information and Communications Technology (DICT), at hihikayatin ang Kongreso na bumuo ng mas mahigpit na mga hakbang kaugnay sa paggamit ng social media ng mga bata.

“Nakikita natin na kung unsupervised ay saan-saan sila pumupunta at iniimpluwensiyahan ‘yung mga bata. So I will meet with the DICT to put an end to this. Even going to Congress to ask for the limitation of the use of the social media sa mga bata, katulad ng ginawa ng Australia,” sabi niya.

Sinabi ni Remulla na sa kanilang mga nakaraang pagpupulong kasama ang mga game developer, natuklasan sa mga talakayan na ilan sa mga bata ang nakikilahok sa mga pag-uusap sa ibang platform habang naglalaro ng mga online game.

“Sa Meta sila nasa platform. Roblox sila naglalaro pero ‘yung conversation nasa iba. So someone has to answer up for this and the legislation has to be put in place to protect our children,” sabi niya.

Mga metal detector

Sinabi ni Remulla na nakatakda rin niyang pag-usapan sa Department of Education (DepEd) ang pagbili ng mga metal detector para mapagtibay ang seguridad sa mga paaralan.

“That's between DepEd and I to discuss dito sa upcoming budget na bumili na ng metal detectors for all schools,” sabi pa ni Remulla.

Sinabi ng hepe ng DILG na mas mainam na opsyon ang paggamit ng mga metal detector kaysa sa pagsasagawa ng pagkapkap sa mga estudyante.

“‘Yung kakapkapan mo kasi bata, that's very unusual. That's very, very unusual and intrusive and can be misinterpreted. So what we need are metal detectors," sabi pa niya.

“We should have the power to inspect,” sabi ni Remulla sa pulong balitaan.

“We should have the power to inspect without warrant. All gun owners, and how safely, how they handle their guns, how they store their guns,” dagdag niya.

“Remember, the right to own a firearm in the Philippines is not enshrined in the Constitution. It is not a right but a privilege. And that privilege has to come with responsibility and that responsibility has to come with accountability, especially with the PNP,” dagdag ni Remulla. —VBL GMA News
