Entire London borough could be covered by anti-social behaviour order

The Reform-led council is consulting on expanding the Romford public space protection order (PSPO) to cover Havering in its entirety.

The PSPO gives council and Met officers the ability to fine people £100 on the spot for a range of offences, such as drinking in public, aggressive begging, and the “antisocial use” of bicycles, mopeds, e-scooters or e-bikes.

The Romford PSPO is set to expire in October and would be replaced by the new borough-wide order.

Councillor Terry Brown, Havering’s cabinet member for public protection, said: “We need the views of residents, businesses and all those who visit Havering, so we can look at the best way possible to make sure everyone can enjoy our Borough as a safe place.

“While the vast majority of people use our town centres and public spaces responsibly, sadly, a number of individuals don’t and cause nuisance and distress to others. We will not tolerate this.

“Anyone found carrying out antisocial behaviour will face strong action in Havering.”

The full list of offences targeted by the PSPO also includes dog fouling and “irresponsible dog ownership,” groups causing nuisance or criminal behaviour, using face coverings to hide an identity for anti-social behaviour, and urinating or defecating in public places.

Playing amplified “street entertainment,” busking and public speaking, and feeding wildlife in public spaces would also be restricted.

If the offender refuses to pay the £100 fixed penalty notice, they would be taken to court and could be handed a £1,000 fine.

The public consultation is open until 23 October 2026.

It will ask residents and business owners if they have experienced any such antisocial behaviour and if they think the restrictions would help.
