Moroccan Prime Minister Fatima Ezzahra El Mansouri reaffirmed Rabat’s support for a peaceful resolution to the Israeli-Palestinian conflict based on a two-state solution during an address to parliament on Monday outlining her government’s five-year program.

Mansouri reiterated Morocco’s “long-standing position on the Palestinian cause and Jerusalem” and its “support for a peaceful settlement based on a two-state solution that would ensure a just and lasting peace.”

Israel and Morocco established diplomatic ties in 2020 as part of the Abraham Accords, with Morocco among the first countries to normalize relations with Israel under the agreements. In September, the two countries announced plans to open embassies and appoint ambassadors, marking a further step in strengthening bilateral ties.

Morocco’s first female prime minister outlined a government agenda focused on tackling corruption, strengthening social welfare, integrating young people into the economy, protecting national sovereignty and building a more productive economy.

Pressure to address unemployment, economic issues

The government faces pressure to address youth grievances over employment, education and healthcare, which contributed to the Gen Z protests in 2025. Youth unemployment and limited economic opportunities have also featured prominently in debates surrounding migration from Morocco, including the mass crossing into the Spanish enclave of Ceuta in July 2026.

Mansouri pledged to strengthen mechanisms for tackling anti-competitive practices and introduce new procedures to scrutinize public contracts and investigate collusion. Companies awarded public contracts will also be legally required to allocate 30% of their contract value to Moroccan small and medium-sized enterprises, she said.

To address the rising cost of living, Mansouri outlined a strategy focused on tackling the causes of price increases, expanding social protection and improving public services. The government plans to introduce automatic social assistance for eligible households equivalent to their monthly electricity bills, capped at MAD 100 for their primary residence.

The government will also gradually reform income tax to increase workers’ take-home pay and encourage formal employment.
