TOR unveils a sweeping four-year transformation agenda

Translate

The Tema Oil Refinery (TOR) has announced a sweeping four-year transformation agenda to quadruple its refining footprint, diversify its asset base, and embed social infrastructure in its revival story.

Mr Edmond Kombat, TOR's Managing Director, unveiled the “Restoration and Legacy Projects” programme for 2026 to 2029 at the Government Accountability Series Press Conference at the Presidency in Accra.

He described it as a blueprint that “looks further ahead” than routine maintenance and positions the national refiner for long-term strategic relevance.

He reiterated that the programme's core was a major capacity expansion.

Mr Kombat disclosed that TOR proposed a brownfield expansion of the existing refinery from 45,000 barrels per stream day (bpsd) to 85,000 bpsd.

In addition, TOR would develop a new greenfield refinery with a capacity of 115,000 bpsd, bringing its total processing capacity to 200,000 bpsd.

“This is not merely an upgrade; it is a re-industrialisation of TOR,” Mr Kombat said.

“The combination of brownfield and greenfield investments will position the refinery to meet Ghana’s growing petroleum product demand while creating opportunities for export and value addition.”

Mr Kombat emphasised that the restoration agenda extended beyond industrial infrastructure.

The programme includes building a Specialist Hospital with a Burns and Trauma Centre, a facility he said would ensure that “TOR’s revival leaves behind something that serves people as well as plants.”

The Hospital, he said, was expected to address a critical gap in Emergency and Burns Care within the Tema industrial enclave and the wider Greater Accra Region, where industrial accidents and thermal injuries require specialised attention.

To tackle accommodation challenges within the Tema enclave, the MD said TOR is working closely with the Ghana Home Ownership Fund to build a staff housing project on existing TOR land.

Mr Kombat said the initiative would ease workers' housing burden and support the broader development of the industrial city.

“Our people are our greatest asset. A restored TOR must also mean a better quality of life for those who keep the plant running,” he said.

The Managing Director reaffirmed TOR’s commitment to pursuing the programme with discipline, transparency, and partnership.

“We will pursue these projects with the urgency and seriousness they deserve. The Restoration and Legacy Projects are about securing TOR’s future and leaving a lasting legacy for Ghana,” Mr Kombat stated.
