MANILA, Philippines —The entire University of the Philippines (UP) System is eligible for the 2024 Performance-Based Bonus, which qualified personnel can expect to receive before the end of 2026, Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon announced on Friday.The bonus recognizes the collective performance and contributions of the UP System’s professors, researchers, healthcare professionals, and administrative, technical, and support personnel, the agency said in a press release.

“Excellence is a collective effort. And when an institution performs, the people who make that performance possible deserve recognition,” de Leon said during his visit at UP Manila.

“Good performance in government should not only be expected. It should also be recognized,” he added.

Conversion of part-time positions

Additionally, de Leon announced DBM’s approval to convert 179 part-time faculty positions into regular positions at UP Manila.

The DBM also approved reclassifying five faculty positions at UP Manila, a move expected to strengthen employment stability and institutional support for educators preparing the country’s future healthcare professionals.

“If we want students to have a better future, we must also take better care of the people preparing them for that future,” de Leon said.

“The people we entrust with preparing our future doctors, nurses, and healthcare professionals also deserve a stronger foundation for their own future,” he also said.

De Leon made the announcements during his inspection of UP Manila’s medical and nursing simulation facilities.

As the country’s National Health Sciences Center, UP Manila plays a critical role in training health professionals who will eventually serve patients and communities across the Philippines.

De Leon stressed that investments in modern laboratories, medical equipment, and learning facilities must be matched by meaningful support for educators, researchers, and university personnel.
