DPWH regional director appears before NBI amid flood control probe
MANILA, Philippines — The Davao regional director of the Department of Public Works and Highways (DPWH) on Thursday appeared before the National Bureau of Investigation (NBI) to comply with the subpoena issued to her in connection with the bureau’s investigation into the flood-control projects in Davao.
DPWH Regional Director Juby Cordon arrived at the NBI headquarters in Pasay City around 1 p.m., refusing to answer media queries.

A few minutes after Cordon’s arrival, the DPWH Davao Region submitted 10 boxes of documents to the bureau needed for the investigation.

The NBI subpoenaed Cordon after NBI director Melvin Matibag flagged 47 flood-control projects in the 1st district of Davao City, the bailiwick of Rep. Paolo “Pulong” Duterte.
Matibag said in an interview last week: “Merong ghost, may substandard, merong isang coordinate lang with five budgets na iba-iba lang ’yung title.”
(There are ghost, there are substandard [projects], there is a coordinate with five budgets with different titles.)
Duterte had said earlier he welcomed any inquiry into the flood works projects in his district, but said that investigation should not be “selective.”

He questioned whether the NBI would investigate flood control projects in the bailiwick of Matibag’s wife, Laguna Rep. Ann Matibag.
In response, Matibag said in a separate earlier interview that if Duterte has any evidence, “he is free to file a case so that we can investigate it properly.” /mr
