Pangasinan-owned college granted Institutional Recognition by CHED

LINGAYEN, Pangasinan – The Pangasinan Polytechnic College (PPC) has received Institutional Recognition (IR) from the Commission on Higher Education (CHED), less than three years after its inception.

PPC President Emeritus Raymundo Rovillos said the IR was the “formal stamp that established PPC as a full-fledged higher education institution, and makes the college eligible for government programs that local universities and colleges cannot access without it.”

The programs include CHED’s Unified Student Financial Assistance System for Tertiary Education (UniFAST), which is under the Universal Access to Quality Tertiary Education Act (RA 10931).

The IR puts the 1,600 students of the provincial government-operated school programs on a sustainable footing for free, skills-based, quality college education.

It also opens doors to partnerships, grants, and other national and international funding for the college’s continued growth.

The PPC was created by a provincial ordinance passed in June 2023 and amended in February 2024.

“It reached this milestone of receiving an IR in less than three years later, while most local colleges take much longer,” Rovillos said.’

The recognition builds upon PPC’s earlier achievement in 2025, when all four of its degree programs received their Certificates of Program Compliance (COPC) from CHED: the Bachelor of Special Needs Education (BSNEd), Bachelor of Multimedia Arts (BMMA), Bachelor of Public Administration (BPA), and Bachelor of Science in Agribusiness.

A COPC qualifies that a degree program fully meets CHED’s policies, standards, and guidelines, and it is one of the requirements for IR. IR itself confirms that the institution as a whole met CHED’s standards for governance, a permanent faculty, facilities, and operating systems./coa
