旅遊業監管局計劃明年分階段推出以「非遺」作為核心的專項導遊牌照，目標明年第一季起接受申請。首階段涵蓋的「非遺」節慶項目包括長洲太平清醮、中秋節大坑舞火龍等。有立法會議員關注，能否擴闊範圍，以增加導遊就業機會。

亦有議員關注非法導遊及領隊的問題。政府強調，不會姑息任何非法勞工包非法導遊及領隊。
