AFP modernization fund to be raised by P10 billion in 2027

MANILA, Philippines — The Armed Forces of the Philippines (AFP) Modernization Program fund is set to increase by P10 billion in the proposed 2027 national budget, the Department of Budget and Management (DBM) said Monday.

The DBM, in a statement, said that the proposed additional budget will boost the modernization program fund from P40 billion in 2026 to P50 billion for 2027 pursuant to the AFP Modernization Act to enhance the military’s capabilities to protect the country’s sovereignty and territorial integrity.

According to acting Budget Secretary Kim Robert C. De Leon, the proposed investments adhere to the directive of the Marcos administration to strengthen national security through capability enhancement while ensuring personnel support.

In addition, a total of P73.67 billion will be allotted to cover the subsistence allowance of 583,130 military and uniformed personnel (MUP) which is 3 percent higher than the 2026 allocation.

In accordance with Executive Order No. 107, series of 2025, the MUP daily subsistence allowance is raised from P150 to P350 as of January 1, 2026.

“Through the proposed FY 2027 National Budget, the DBM is backing a defense sector that is better equipped to respond to emerging security challenges and better supported in carrying out its mission,” DBM said.
