MPR urges real action on disability discount policy

Jakarta (ANTARA) - People’s Consultative Assembly (MPR) Deputy Speaker Lestari Moerdijat pushed for concrete implementation of the concession or discount policy for people with disabilities, moving beyond a mere regulatory formality.

In a statement in Jakarta on Friday, Moerdijat highlighted the need for concrete and collaborative measures to address the ongoing barriers people with disabilities face when accessing public services.

"Efforts to boost participation among people with disabilities cannot be achieved through regulations alone. Concrete and collaborative action is needed to overcome these existing hurdles," she said.

Government Regulation No. 31 of 2026 on Concessions for Persons with Disabilities and Corporate Incentives mandates a minimum 20 percent discount for individuals with disabilities across nine strategic sectors.

Enacted on July 2, 2026, the regulation covers education, transportation, healthcare, assistive technology, housing and utilities, employment, entrepreneurship, tourism and culture, as well as sports.

In early September, the Coordinating Ministry for Human Development and Culture held a coordination meeting with representatives from ministries, government agencies, and regional authorities to prepare for the regulation's implementation.

Moerdijat voiced her support for fast-tracking disability-inclusive policies at the regional level, including the alignment and issuance of inclusive local regulations across all provinces, districts, and cities.

However, she drew attention to data from Statistics Indonesia (BPS) showing that only 2.8 percent of the 17.9 million people with disabilities in Indonesia have completed higher education, while around 70 percent work in the informal sector.

In this regard, she urged consistent efforts to strengthen policies that deliver a tangible impact for people with disabilities, as part of the state's commitments to guarantee equal opportunities for all citizens.

"Fulfilling the rights of people with disabilities in social life requires full commitment, as mandated by laws and the Constitution," she said, stressing that stakeholders and the public must build an effective system of protection and public services for persons with disabilities.
