The Court of Appeals (CA) has denied the appeal of dismissed Bamban, Tarlac Mayor Alice Guo against her detention.

In an 8-page resolution promulgated on October 5, the former 1st Division dismissed the motion for reconsideration filed by Guo against the court’s ruling that dismissed her petition for habeas corpus.

“Without any new cogent or plausible justification raised in the present Motion, the Court sees no reason to reverse its Resolution,” it said.

Guo had challenged the authority of the Bureau of Immigration (BI).

However, the CA said that it is a “simple and inescapable fact” that Guo is not under the BI but is under the Correctional Institution for Women since December 2025.

“She is detained not by virtue of any warrant or order by the BI, but by the RTC’s Joint Decision. There is neither allegation nor showing that such detention violated petitioner’s constitutional rights to speedy trial and to liberty,” it said.

“In fact, there is absolutely no proof that the RTC’s Joint Decision was unlawful, or that the court a quo lacked jurisdiction,” it added.

Guo has been sentenced to life imprisonment over qualified human trafficking. —LDF, GMA News
