Tulfo flags PRC over alleged lack of reshuffling among regional officials

Senator Raffy Tulfo on Wednesday called the attention of the Professional Regulation Commission (PRC) over the lack of reshuffling of regional officials, alleging that some executives who are in the same position for years and are about to retire.

During the Senate’s deliberation of the Department of Labor and Employment (DOLE) and its attached agencies’ proposed budget of P26.162 billion for 2027, Tulfo said the overstaying of several regional PRC directors allegedly led to corrupt activities.

“Maraming nagrereklamo sa akin, itong mga regional director ng PRC. Bakit hindi mo nire-shuffle? Yung iba sa kanila, magre-retire na lang nandoon pa rin deka-dekada na. May kasabihan, 'familiarity breeds contempt', meaning wala nang respetuhan, sila-sila magsasabwatan na,” Tulfo asked DOLE Secretary Francis Tolentino.

(Many people are complaining to me about these regional directors of the PRC. Why don't you reshuffle them? Some of them will stay there until they retire for decades. There is a saying, 'familiarity breeds contempt,' meaning there is no longer any respect, and they will end up colluding among themselves.)

However, the Labor Secretary said that it’s beyond his power to reshuffle regional directors of an attached agency and it’s the job of the PRC to do so.

“Yung PRC mismo ang nagre-reshuffle,” said Tolentino.

(It is the PRC itself that conducts the reshuffling.)

Tulfo then flagged PRC as he also alleged that some regional directors are involved in the leakage of board exam questions in partnership with review centers.

“Alam ko kung bakit ayaw niyo baguhin, kasi marami sa mga director ninyo sumasahod sa mga review centers. Wag na tayo maglokohan,” he said.

(I know why you don't want to change them — because many of your directors are receiving salaries from review centers. Let's not fool each other.)

“Yung sistema niyo napakabulok. Nakita niyo na bulok, pero hindi niyo pa rin pinapalitan, bagkus sinasakyan niyo po,” Tulfo added.

(Your system is extremely rotten. You see that it's rotten, yet you still haven't replaced it; instead, you're going along with it.)

In response, PRC chairperson Charito Zamora pointed out that several regional directors are performing well.

“Kung mayroon po kayong mga ebidensya o pruweba na mayroon po sila, pwede naman po natin silang kasuhan para mapalitan sila. Sa ngayon po kami, sa aming sa assessment, sa commission, nagpe-perform sila nang maayos,” she said.

(If you have evidence or proof against them, we can file charges so they can be replaced. As of now, based on our assessment in the commission, they are performing well.)

But Tulfo was not convinced with the PRC’s explanation.

“Kinukunsinte mo, sabi mo they are performing. Bakit? Wala bang magpe-perform diyan sa PRC? Sila lang ba mga regional directors? At least, pagpalit-palitin mo...Para hindi na magsabwatan,” he said.

(You are condoning it, saying they are performing. Why? Is there no one else in the PRC who can perform? Are they the only regional directors? At least rotate them... so that they won't conspire with each other.) — BAP, GMA News
