The National Police Commission (NAPOLCOM) is filing charges against a Pasay cop after his live-in partner accused him of abusing her for years.

In a statement from NAPOLCOM on Thursday, a woman identified as “Kara” told the commission that her partner, Police Staff Sergeant Tyran John Miranda of the Pasay City Police Station, has long been abusive.

“Paulit-ulit na pang-aabuso, physically, emotionally at mentally. Paulit-ulit na pambubugbog sa akin,” Kara said, (He abused me repeatedly, physically, emotionally, and mentally. He keeps beating me up.)

According to Kara, the abuse began in December 2022, when Miranda reportedly pointed a gun at her inside of their car.

Kara had posted a series of home security camera videos and walked the media through them. After she uploaded the videos online, Miranda allegedly kicked her on the stairs and chased her even while she was carrying their child.

While she has filed a case against him before, Kara did not pursue it in hopes of keeping their family together.

Now, she filed a criminal complaint against Miranda for violating the Anti-Violence Against Women and Their Children Act of 2004 last Wednesday.

“Ngayon lang po ako lumaban. Ngayon lang po talaga,” Kara said. (I just fought back now. Just now.)

During the press conference, Miranda was brought in by his superiors and faced the media. There, he admitted his wrongdoing.

“Nagpadala po ako sa init ng ulo,” Miranda said. (I was carried away by my hotheadedness.)

Miranda said that he would accept whatever punishment was appropriate. His officer-in-charge said that Miranda has been relieved from his post and disarmed, and is currently under restrictive custody.

NAPOLCOM Vice Chairperson and Executive Officer Rafael Vicente Calinisan said that the acts seen on the security footage were unacceptable.

“Due process, fine. But I don’t think there’s an excuse for someone hitting a female, multiple times at that,” Calinisan said.

“I don’t think he deserves to be out in the streets, in the home with Kara and the kid. He deserves the heaviest punishment there is,” he added.

The NAPOLCOM Inspection, Monitoring and Investigation Service (IMIS) has been ordered to expedite the case and file the appropriate charges. A formal charge will be filed within the week, and Miranda will be preventively suspended.

Calinisan said that they are working with the National Capital Region Police Office to ensure Kara’s safety. The commissioner also urged other women to come forward.

“Huwag po kayong pumayag na sasaktan po kayo ng kahit sinong lalaki, lalong-lalo na po ang kapulisan. Magsumbong po kayo, karapatan n’yo po ’yan,” Calinisan said.
