House mourns passing of Quirino Gov. Dax Cua, holds necrological service

The House of Representatives on Monday held a necrological service for the late Quirino Governor and former Quirino representative Dakila Carlo “Dax” Cua.

Speaker Faustino "Bojie" Dy III, in his eulogy, described Cua as a “devoted public servant and a local government champion.”

“Napakahirap magsalita kapag ang ipinapaalam natin ay isang taong hindi pa natin handang mawala... Sa tuwing nagkakausap kami, ang mga pinaglalaban niya ay hindi para sa kanyang sarili. Laging para sa Quirino,” Dy said.

(It is so hard to speak when we are saying goodbye to a person we are not ready yet to let go... Every time we talk, he would always fight not for himself but always for Quirino.)

Former speakers Pampanga 2nd District Representative Gloria Macapagal-Arroyo, Feliciano "Sonny" Belmonte Jr, and Pantaleon Alvarez were also among those who delivered their eulogies.

Cua passed away at the age of 48, according to a post by the House of Representatives on Wednesday.

He was a former member of the House of Representatives, serving from the 15th to the 17th Congresses as representative of Quirino’s lone district.

“We remember Governor Dax for his years of dedicated public service and his commitment to the people of Quirino and to strengthening local governance in the Philippines and across the Asia-Pacific region,” the House of Representatives said on X, formerly Twitter.

Cua also served as president of the Union of Local Authorities of the Philippines (ULAP) and the United Cities and Local Governments Asia-Pacific (UCLG ASPAC).

He was a graduate of the University of the Philippines. Cua later served as vice governor of Quirino for six years before being elected governor of the province.

During his years as a lawmaker, Cua chaired the House Committees on Ecology and Ways and Means. He was a principal author of the Tax Reform for Acceleration and Inclusion (TRAIN) Act and authored the Rice Tariffication Act, Ease of Doing Business and Efficient Government Service Delivery Act, and Philippine Competition Act.

Aside from serving as president of ULAP, Cua was also national chairman of the League of Provinces of the Philippines. —KG, GMA News
