Indonesia's strategic resource export procedures unchanged: Minister

Full mandatory implementation across the covered sectors is scheduled to begin no later than January 1, 2027.
Jakarta (ANTARA) - Trade Minister Budi Santoso affirmed that export procedures and requirements for strategic natural resources will remain unchanged despite the planned integration of PT Danantara Sumber Daya Indonesia (DSI) as the sole export intermediary starting January 1, 2027.
Speaking at an export governance outreach session in Jakarta on Friday, Budi clarified that exporters could continue negotiating and conducting transactions directly with international buyers under existing mechanisms.
“So, when exporters negotiate or conduct transactions with buyers, the process remains the same—nothing has changed. Consequently, the export procedures also remain unchanged,” Budi said.
Under the new framework, existing commodity-specific requirements will remain in force.
Crude palm oil (CPO) exporters must continue meeting Domestic Market Obligation (DMO) targets, coal exporters must obtain approval for their Work Plans and Budgets (RKAB), and ferroalloy exports must be accompanied by surveyor reports (LS).
Budi stressed that fulfilling these requirements remained the responsibility of exporters, not DSI.
The structural change will be limited to the export clearance process, which DSI will manage through its system once exporters have obtained all required permits from the Trade Ministry.
The government is implementing a phased transition to the new export governance framework for strategic commodities under Government Regulation No. 24 of 2026, which took effect on June 1, 2026. During the initial phase, the policy covers coal, CPO, and ferroalloys.
Full mandatory implementation across the covered sectors is scheduled to begin no later than January 1, 2027.
The policy aims to strengthen oversight of strategic resource exports and export proceeds (DHE), curb capital flight, promote sustainable economic growth, maintain inflation and rupiah exchange rate stability, and strengthen Indonesia’s bargaining position in global trade negotiations.
