Seven OPEC+ oil-producing countries, including Saudi Arabia and Russia, agreed Sunday to maintain their existing production targets through December, leaving output levels unchanged as the group assesses global supply and demand conditions.

Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman reached the decision during a virtual meeting on Nov. 1, agreeing to retain their September 2026 production requirements for December. The countries had previously implemented voluntary production adjustments announced in April and November 2023.

For investors, the decision signals a cautious approach to oil supply management as producers weigh market conditions heading into 2027. Maintaining production targets rather than increasing output could help limit additional supply entering the market, although the impact on crude prices will depend on actual production, global demand and output from producers outside the group.

Saudi Arabia will maintain a required production level of 10.478 million barrels a day, while Russia's target remains at 9.949 million barrels a day. Iraq, the third-largest producer among the seven, has a target of 4.431 million barrels a day.

Combined, the seven countries have December production requirements totaling approximately 31.01 million barrels a day, according to the figures released by OPEC. The targets represent required production levels rather than verified output.

The producers also reaffirmed their commitment to comply fully with the OPEC+ Declaration of Cooperation, which coordinates production policies among participating countries. Actual output may differ from the agreed targets depending on compliance and operational conditions.

The group plans to continue reviewing market conditions monthly, with its next meeting scheduled for Nov. 29. That meeting will provide another opportunity to reassess production policy as the oil market approaches the new year.
