The Hunger Games districts introduced in Suzanne Collins’ books and movie adaptations make up the dystopian nation of Panem. Each is responsible for a different industry, supplying the food, electricity, raw materials, and manufactured goods the country needs. During President Snow’s rule, 12 districts answer to the Capitol. Peacekeepers enforce its laws through violence, while the government controls the movement of people and resources. District 13 operates independently, having secretly survived its supposed destruction during the First Rebellion.

The Capitol also demands an annual tribute. Each district must ordinarily send two children to compete in the Hunger Games, fighting until only one remains to be declared the victor. This punishment keeps the districts divided and reminds their citizens of the consequences of rebellion. Yet the Capitol depends on the very communities it oppresses. Their farms, mines, and factories sustain its comfortable way of life, even as many of the people working in them live in poverty.

A district’s industry can also affect its tributes’ chances of survival, giving them experience with specific tools or ways of finding food. The upcoming The Hunger Games: Sunrise on the Reaping returns to this during the Second Quarter Quell, when every district must surrender four children instead of two. Across the novels and films, each district has its own specialty, living conditions, and history with the Capitol.

The Complete Hunger Games District Map

The World Outside Panem Remains A Mystery

The districts of Panem on a map in the Hunger Games franchise.

Pictured above is Panem's complete map as described in The Hunger Games books and movies. The map of North America during the events of The Hunger Games shows the effects of the changing climate on the future, such as Florida's disappearance and the large gap in California's landscape.

While not much has been revealed about the world outside of North America, the rest of the globe suffered much of the same fate, leading to the fall of human civilization well before the events of The Hunger Games. In addition to the results of climate change, regions around the world were caught in nuclear wars.

Each district represented on the map has a greater function within the Hunger Games universe, with the people of the district being responsible for one key aspect of Panem's survival among the rest of the world and the Capitol's continued happiness.

District 1

Jewelry & Luxury Items

  • glimmer and marvel riding in a carriage in the tribute parade

  • glimmer similing to the audience during the interview in the hunger games

  • Marvel talks on stage in The Hunger Games

District 1 in The Hunger Games produces jewelry and luxury items, and so, unsurprisingly, it's the wealthiest district in Panem outside the Capitol. The quality of life for citizens of District 1 couldn't be more different from the arduous day-to-day existence of Katniss Everdeen and the citizens of District 12. In fact, District 1 is seen as the best place to live on the continent beyond the Capitol itself.

Due to their skill in craftsmanship, the goods that come out of District 1 are used to decorate the Capitol. Tributes from District 1 are also known as "Careers" because they train for years before competing in the Hunger Games, using their wealth and status to become elite warriors, getting a leg up on the competition.

Notable District 1 Victors & Tributes

  • Velverine & Facet: Tributes during the 10th Hunger Games
  • Silka Sharp, Carat, Loupe & Panache Barker: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Palladium Barker: Victor of the 46th Hunger Games and relative of Panache Barker
  • Gloss: Victor of the 63rd Hunger Games and tribute of the Third Quarter Quell (75th Hunger Games)
  • Cashmere: Victor of the 64th Hunger Games and tribute of the Third Quarter Quell
  • Augustus Braun: Victor of the 67th Hunger Games
  • Marvel: Tribute during the 74th Hunger Games, killed by Katniss after he fatally wounded Rue
  • Glimmer: Tribute during the 74th Hunger Games that Katniss kills with tracker jackers

District 2

Masonry & Weapons Manufacturing

While District 1 is the wealthiest district in Panem, District 2 comes in at a close second, primarily because it's responsible for weapons manufacturing on the continent. Even in the era of The Hunger Games, the arms trade is a lucrative one.

However, while District 2 is where the weapons of Panem and the Peacekeepers that wield them are recruited and trained, publicly, the district only contributes raw resources from its many quarries, and, of course, the masons who could turn those resources into useful goods.

Located in the Rocky Mountains, District 2 is one of the largest communities in Panem. It's also home to wealthy citizens, resulting in a positive relationship with the Capitol.

Notable District 2 Victors & Tributes

  • Marcus & Sabyn: Tributes of the 10th Hunger Games
  • Alpheus, Camilla, Janus & Nona: Tributes for the Second Quarter Quell (50th Hunger Games)
  • Brutus: Victor of a unspecified Hunger Games and tribute during the Third Quarter Quell (75th Hunger Games)
  • Enobaria: Victor of the 62nd Hunger Games and tribute during the Third Quarter Quell
  • Cato: Volunteer Tribute during the 74th Hunger Games, killed by Katniss after being attacked by mutts
  • Clove: Career tribute during 74th Hunger Games, killed by Thresh

District 3

Electronics

The primary industry in District 3 is technology, as the people there produce televisions, computers, and other electronics. This makes them essential for the goals of the Capitol, and it's District 3 that becomes responsible for the nation of Panem being so technologically advanced.

However, despite their supplying the Capitol with electronics, District 3 is keen to see Snow overthrown. In terms of geography, District 3 is located to the east and borders District 12. During Katniss' Victory Tour, she notices that District 3 is one of the more rebellious districts.

Sunrise on the Reaping gives that opposition a personal cost for Beetee. His son Ampert is sent into the Second Quarter Quell, forcing the former victor to watch his own child face the Games. District 3’s Wiress also returns, with Maya Hawke portraying her just one year after her victory in the 49th Hunger Games.

Notable District 3 Victors & Tributes

  • Circ & Teslee: Tributes of the 10th Hunger Games
  • Ampert, Dio, Lect & Coil: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Beetee: The father of Ampert and victor of the 34th Hunger Games, who survives the events of the Third Quarter Quell (75th Hunger Games)
  • Wiress: Victor of the 49th Hunger Games, who dies during the Third Quarter Quell

District 4

Fishing

District 4 specializes in the fishing industry, with citizens trained from a young age. Their tributes are generally seen as strong contenders thanks to their ability to find food for themselves. District 4 is another one of Panem's wealthiest districts, and in terms of its geographical location, District 4 is on the West Coast and borders District 1.

District 4 publicly attributes this to the fact that fishing on an industrial scale was a demanding task that all their children are trained in. However, like Districts 1 and 2, District 4 produces Career tributes who train before entering the Hunger Games.

Notable District 4 Victors & Tributes

  • Mizzen & Coral: Tributes of the 10th Hunger Games
  • Urchin, Barba, Angler & Maritte: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Mags Flanagan: Victor of the 11th Hunger Games, who volunteers in Annie Cresta's place during the Third Quarter Quell (75th Hunger Games)
  • Finnick Odair: Victor of the 65th Hunger Games and survivor of the Third Quarter Quell (75th Hunger Games)
  • Annie Cresta: Finnick's wife and the victor of the 70th Hunger Games

District 5

Electricity

  • Foxface on a computer in The Hunger Games.
  • A hydroelectric plant in Panem's District 5.

District 5 is the battery that powers the continent of Panem, as it's solely responsible for all the electricity used, whether it's for the bright lights of the Capitol or for the industrial needs of the likes of District 12. In terms of geography, District 5 directly borders the Capitol and is located along the Colorado River.

District 5 houses a hydroelectric dam where many of the citizens work. While it's considered one of the most important districts, the citizens of District 5 don't enjoy the kind of wealth of Districts 1, 2, or 4, though they have a better quality of life than Katniss and the citizens of District 12. The dam in District 5 becomes a target for the rebels in Mockingjay as they try to cut out the power to the Capitol.

Notable District 5 Tributes

  • Hy & Sol: Tributes of the 10th Hunger Games
  • Hychel, Anion, Fisser & Potena: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Foxface: Tribute of the 74th Hunger Games that dies from eating nightlock

District 6

Transportation

  • Hunger Games District 6 poster depicts a man carrying an oversized tire.

  • The male and female Morphlings sitting together in The Hunger Games: Catching Fire

The core industry within District 6 is transportation, and they provide other districts with everything from hovercraft to high-speed trains. Interestingly, the citizens of District 6 are known to intensely dislike traveling, though this is never elaborated on much. As well as producing all the vehicles needed, District 6 serves as the hub for the transport network throughout all of Panem.

Like District 3, District 6 supports Katniss and the rebellion's efforts against the Capitol. District 6 is also the largest in terms of both size and population, and most of its citizens have what would be considered a lower-middle-class existence by modern standards.

Notable District 6 Tributes

  • Otto & Ginnee: Tributes of the 10th Hunger Games
  • Miles, Wellie, Atread & Velo: Tributes for the Second Quarter Quell (50th Hunger Games)
  • The Morphlings: Two unnamed victors who compete in the Third Quarter Quell (75th Hunger Games), with the female tribute sacrificing herself to save Peeta

District 7

Lumber

  • Johanna in the jungle arena at the 75th Hunger Games in Catching Fire

  • Johanna Mason in her character poster from The Hunger Games: Catching Fire
  • Johanna Mason dressed in fancy clothes in Hunger Games

District 7 supplies Panem with the copious amounts of lumber the continent requires for its day-to-day operations. The area is said to be surrounded mostly by trees, and the tributes of District 7 often use the signature weapon of an axe. It has been said that District 7 is among the most beautiful districts for those who enjoy natural surroundings.

Given that its citizens relied on cultivating trees, the area is incredibly lush and rich in natural resources. The location of District 7 is thought to be in the Pacific Northwest, and covers an area of land that, in the present day, includes several provinces of Canada, such as Alberta and British Columbia.

Notable District 7 Victors & Tributes

  • Treech & Lamina: Tributes of the 10th Hunger Games
  • Bircher, Autumn, Heartwood & Ringina: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Johanna Mason: Victor of the 71st Hunger Games and survivor of the Third Quarter Quell (75th Hunger Games)
  • Blight: Victor of an unknown Hunger Games and tribute of the Third Quarter Quell

District 8

Textiles

  • katniss and peeta standing in front of the district 8s people

  • Katniss in the Hunger Games District 8 Hospital surrounded by people giving the three fingered salute.

  • the symbol of dsitrcit 8 in the hunger games franchise

District 8 is known for its work in the textile industry, producing all the fabric and clothing for the other districts of Panem. This means that the quality of life for citizens of District 8 is likely quite varied compared to other districts. A skilled tailor making clothes for the residents of the Capitol would most likely make a much better living than a factory worker on a line producing work uniforms for District 6, for example.

However, according to what's explained in the books, the entirety of District 8 is considered lower middle-class, having a similar quality of life to District 6 rather than the opulence of District 1 or the Capitol. It's revealed in The Hunger Games novels that District 8 is full of factories and industrial fumes, with no natural wildlife to speak of, and the citizens all live in tenement blocks.

One of their factories is dedicated to producing the uniforms used by the Peacekeepers. Along with a few other districts, District 8 is instantly open to joining the rebellion.

Notable District 8 Victors & Tributes

  • Bobbin & Wovey: Tributes of the 10th Hunger Games
  • Wefton, Notion, Ripman & Alawna: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Cecelia & Woof: Victors of previous Hunger Games who are tributes in the Third Quarter Quell (75th Hunger Games)

District 9

Grain Production

  • The Hunger Games District 9 poster cropped depicts a woman in front of wheat.

  • the death announcement of district 9 tribute during the hunger games

  • distrcit 9 symbol hunger games

Next to District 5, it could easily be argued that District 9 is the most important district when it comes to the day-to-day running of Panem, since they are responsible for the bulk of the continent's food. The principal industry at the focus of District 9 is grain production. Despite being the nation's breadbasket, District 9 is the least referenced Panem district in the franchise.

According to several pieces of Hunger Games tie-in media, District 9 could be found in the region referred to as The Great Plains, which covers the modern-day locations of states like Nebraska and both North and South Dakota. It's the second-largest district in Panem, geographically speaking, and alongside the miles and miles of fields, it also houses a significant number of factories for food processing.

Notable District 9 Victors & Tributes

  • Sheaf & Panlo: Tributes of the 10th Hunger Games
  • Ryan, Kerna, Clayton & Midge: Tributes of the Second Quarter Quell (50th Hunger Games)
  • Sylva: Victor of unspecified Hunger Games and tribute of the Third Quarter Quell (75th Hunger Games)
