Delhi Police file non-cognisable report against Parvesh Verma after complaint over slap

Delhi Police has submitted a non-cognisable report after a complaint involving PWD minister Parvesh Verma.

NEW DELHI: Delhi Police has filed a non-cognisable report (NCR) in connection with a complaint by Sahib Singh, who was slapped by PWD minister Parvesh Verma. Police also said an FIR under sections related to extortion was registered on the complaint of an assistant engineer of the PWD against unknown person(s).AAP national convener Arvind Kejriwal, meanwhile, visited the road stretch in Tilak Nagar and demanded that Verma be dismissed and arrested. “The road surface can just be pulled apart by hand. Never before in Delhi has such a shoddy road been built,” he said.Yesterday, when a video was being made about this very corruption, minister Pravesh Verma slapped a boy in a fit of rage… We used to hear that roads like these were built in remote villages and far-flung areas of the country.

Delhi is the national capital. We also ran the govt in Delhi for 10 years, but roads of this kind were never built during our tenure... Clearly, there has been a lot of corruption and it should be investigated,” Kejriwal said.

He also interacted with local residents and heard their concerns.“Action under relevant sections of law has been taken on the complaints of Sahib Singh and the assistant engineer, PWD. Some other complaints have also been received on the incident, which will be taken up during the course of probe,” police said.

Police sources said Singh said in his complaint that he was slapped, an allegation that falls under a non-cognisable offence. It was done under Section 115 (voluntarily causing hurt) of BNS.Meanwhile, the PWD engineer alleged that he was being extorted in connection with road construction work, following which a case was registered against unknown person(s) at Tilak Nagar police station. A non-cognisable case is one in which police cannot arrest an accused without a warrant.

Such offences are generally considered less serious than cognisable offences. Police cannot investigate a non-cognisable offence without an order from a magistrate.

Police are also not authorised to register an FIR for such an offence without obtaining the magistrate’s permission.Earlier in the day, Kejriwal posted a video message on X, addressing the PM. “PM Modi gets up at midnight, makes reels... and says, ‘I will build a rapport with Gen-Z.’ You will slap Gen-Z and then say that you will build a relationship with Gen-Z. That is why Gen-Z is so angry with you... Gen-Z has absolutely no trust in you,” he said.He said, “PM Modi, I demand that you dismiss this minister, have him arrested and apologise to the people.”
