AG Report: Sungai Golok flood mitigation project delayed, faces cost and implementation issues

KUALA LUMPUR: The Sungai Golok Integrated River Basin Development Project (PLSB) has yet to be completed according to its stipulated scope, schedule, cost and quality, according to the Auditor General's Report 2/2026.
Auditor General Datuk Seri Wan Suraya Wan Mohd Radzi said Phase 1 of the project had been delayed, with an Extension of Time (EOT) approved until July 21, 2027, compared with the completion date stipulated in the supplementary agreement of Aug 13, 2024.
"Phase 2 of the project has also been delayed due to delays in the procurement process," she said in a statement.
She said the audit identified weaknesses in project planning, inter agency coordination, scope changes, contract administration, design control, construction implementation and the appointment and management of consultants.
"These weaknesses have resulted in design changes, increased project costs, implementation delays, damage to pump house structures, the construction of temporary structures and non compliance with contractual requirements," she said.
Wan Suraya said if the weaknesses were not addressed comprehensively, the project's objective of providing flood protection to the Sungai Golok basin, protecting residential and agricultural areas and strengthening security in the border area could continue to be delayed.
"This could also increase the financial implications for the government," she said.
The Auditor General's Report 2/2026 comprises 15 documents covering government finances and activities.
