NCAP back in parts of Metro Manila starting Monday (Oct. 5, 2026)

The No Contact Apprehension Policy (NCAP) will resume in parts of Metro Manila roads starting Monday, October 5, 2026 according to city governments.
Among the local government units (LGU) that made the announcement were Manila, Quezon City, Valenzuela, Parañaque, and Muntinlupa.
On July 9, the Supreme Court dismissed the consolidated petitions against NCAP being implemented in the five LGUs in Metro Manila.
It also lifted the temporary restraining order it issued on August 30, 2022 against these cities and the Land Transportation Office (LTO).
NCAP is a policy that uses closed-circuit television, digital cameras, and/or other gadgets or technology to capture videos and images to apprehend vehicles violating traffic laws, instead of traffic enforcers on the ground.
Motorists caught violating traffic rules will face standardized fines under the Metro Manila Traffic Code of 2023.
They can check their traffic violation alerts through their respective local government units’ (LGUs) online portals.
Motorists can also check if they committed violations of the Metropolitan Manila Development Authority’s (MMDA) NCAP on mobile phones via the eGovPH Supper app.
Paying fines will be easier as LGUs provide online payment channels for motorists.
Those who believe they were wrongly apprehended may also file a protest or contest the violation online through the LGU portals. —VAL, GMA News
