Indonesia's AI policies align with global trends, observer says

Jakarta (ANTARA) - Telecommunications observer Heru Sutadi said Indonesia's artificial intelligence policy direction is broadly aligned with global trends, citing risk-based governance, ethical principles and responsible AI use.

"In my view, the direction is well aligned, particularly as Indonesia has begun establishing risk-based governance, ethics, transparency, accountability and human oversight," he told ANTARA on Wednesday.

Heru, executive director of the Information and Communication Technology Institute, said Indonesia's National AI Roadmap and AI ethics guidelines reflect growing global emphasis on responsible AI use.

However, Indonesia still needs to strengthen implementation, particularly in technical standards, AI audits, data quality, security, talent and research capabilities, he said.

"We are on the right track, but the next challenge is translating the roadmap and ethical principles into concrete practices across sectors," he said.

Heru said Indonesia's policy momentum and market size could support its ambitions to become a major AI player globally, particularly in Southeast Asia.

He cited Indonesia's large market, data availability and broad demand for AI applications as key advantages. The country completed UNESCO's AI Readiness Assessment in 2024, becoming the first in ASEAN to do so.

However, he said gaps remain in computing infrastructure, talent, research and AI investment compared with countries such as Singapore.

"The challenge is translating these assets into technological capabilities. Indonesia must not settle for being merely an AI market; it needs to build capacity to develop, test, deploy and regulate AI independently," he said.

Indonesia also needs stronger coordination to build national AI capabilities, he said.

Ongoing efforts remain fragmented, preventing the country's AI development strategy from becoming fully integrated, Heru said.

He said implementing responsible AI principles is critical to ensuring Indonesian AI technologies gain wider acceptance globally.

Trust is a core foundation of AI development, he said, warning that technologies lacking security, containing bias or using unprotected data could struggle to gain acceptance.

"Indonesia must ensure that AI provides inclusive benefits, narrows rather than widens the digital divide, uses energy efficiently and respects personal data protection," he said.

Responsible AI principles could also facilitate acceptance of Indonesian AI products in international partnerships because they align with emerging global governance standards.

"Responsible AI is not a hindrance to innovation. Instead, it is a prerequisite for Indonesia's innovation to gain global trust," Heru said.
