Man who threw deceased dog into Marikina River to face raps — mayor

MANILA, Philippines — Marikina City Mayor Maan Teodoro assured the public that the individual who threw a sack reportedly containing a deceased dog into the Marikina River will face appropriate charges.
Teodoro was referring to the man in a viral Facebook video uploaded on Sunday, which showed him dumping the sack into the river despite the uploader’s plea not to do so.
After throwing the sack supposedly containing the dog’s body, the man only smiled and then walked away.

As of this writing, the video had already garnered around 9,000 reactions and 1,700 shares, with netizens calling the attention of Teodoro and animal group advocates.

In a comment updated on Monday, Teodoro said they had already located the man in the video.
“Sasampahan [siya] ng kaukulang reklamo,” Teodoro said, but did not yet indicate the charges that will be filed against the individual.

“Ipinapaubaya na natin sa mga rightful authorities ang proseso ng hustisya,” she added.

The Marikina mayor described the man’s conduct as “rude” and “disgusting,” noting that the dog was “defenseless.”
“Hindi ‘yan katanggap-tanggap at hindi natin palalampasin ‘yan sa Marikina,” said Teodoro.
