Along with the other Premier League teams in Europe, the Reds are entering the competition at this stage and will be hoping to extend their unbeaten start to the campaign.
The Carabao Cup has been a rare bright spot for Spurs, who have not won a game or even scored in the league this term but did score five times against Charlton in the last round.
It's hardly an ideal time for them to travel to Anfield, where they have not won since 2011, but perhaps the challenge will help Roberto De Zerbi's side raise their game.
