Analyst highlights paradigm shift in protecting RI citizens abroad

Jakarta (ANTARA) - International relations analyst at Budi Luhur University Andrea Abdul Rahman Azzqy has highlighted a shift toward the "institutionalization of protection" as he evaluates the achievements of President Prabowo’s two-year administration in protecting Indonesian citizens abroad.

"Approaching the second year of President Prabowo's administration, we are witnessing a fundamental paradigm shift in Indonesia’s foreign policy," the analyst told ANTARA here on Thursday.

The analyst views the protection of Indonesian citizens as no longer merely a crisis-response instrument but as having been elevated to the level of institutionalized protection.

He emphasized that a crucial aspect of this shift is the establishment of the Ministry of Indonesian Migrant Worker Protection (KP2MI).

He said the move theoretically and practically cuts through bureaucratic overlaps that have long existed between the regulatory diplomacy functions of the Ministry of Foreign Affairs and labor-related matters.

In addition, the limited dual citizenship proposal put forward by President Prabowo indicates that the state is beginning to view the protection of Indonesian citizens through a human capital perspective.

"The state is no longer limiting protection to vulnerable domestic workers but is also expanding its legal framework to include and protect highly skilled members of the diaspora on the global stage. This is a highly adaptive step in modern diplomacy and a long-awaited breakthrough," he said.

In assessing achievements in protecting Indonesian citizens abroad, Andrea said the success of protection diplomacy should not be measured by rhetoric but by three quantitative indicators reflecting actual conditions on the ground.

The first is the response rate and the safety of evacuations from conflict zones, including the successful repatriation of 699 Indonesian citizens from online scam networks in Myawaddy, Myanmar, as well as crisis mitigation efforts in the Middle East.

The second is strengthening the legal standing of Indonesian diplomatic missions abroad, measured by a reduction in the number of Indonesian citizens facing death sentences through formal legal intervention.

The third indicator is the success of data governance. Andrea said digital integration through the self-reporting system should serve as a key instrument.

"Successfully registering millions of migrant workers who were previously in an undocumented or irregular status into official databases is the definitive measure of whether the state is present or absent in protecting its citizens’ fundamental rights," he said.
