PM rejects Kevin Dimino appeal against deportation order

BANGKOK — 27 September 2026, Prime Minister Anutin Charnvirakul has rejected an appeal by French national Kevin Dimino against an order to deport him from Thailand, according to a letter from the Office of the Prime Minister.

The letter, dated 23 September 2026 and sent to the permanent secretary of the Interior Ministry, concerned Dimino’s appeal against the deportation order.

The Interior Ministry issued Order No. 2354/2026 on 7 September ordering Dimino’s deportation under Section 5 of the Deportation Act B.E. 2499 (1956) and Rule 4 of the Prime Minister’s Office Regulation on Deportation B.E. 2564 (2021).

The order cited alleged conduct considered contrary to public order, good morals or public welfare.

Dimino subsequently submitted an appeal to the prime minister, seeking to have the deportation order revoked or to prevent his removal from Thailand.

The prime minister has now ordered that the appeal and request to revoke or suspend the deportation order be rejected.

The Interior Ministry’s permanent secretary has been instructed to inform Dimino of the decision, including his right to challenge the order before the Administrative Court.

According to a report and information submitted by the Interior Ministry, Dimino, a French national and owner of Samui Exotic Park on Koh Samui, was cited in connection with six alleged incidents before the deportation order was issued.

The ministry’s report described the allegations as including:

• allegedly harassing, threatening and verbally abusing the owner and teachers at a local language school;
• allegedly assaulting a Turkish national, injuring his leg and threatening him with a knife;
• allegedly behaving aggressively, shouting and using abusive language outside private property;
• allegedly assaulting a foreign tourist, throwing a sign and making threatening remarks toward the tourist’s family;
• allegedly posting messages on social media encouraging people with anti-nationality views to gather at his zoo for religious and political
• expression, which the ministry said could contribute to racial, religious and political division; and
• allegedly threatening passengers on a domestic flight, prompting cabin crew to contact police, who removed him from the aircraft.

The latest decision means Dimino’s appeal against the deportation order has been rejected, while the Administrative Court remains an avenue for legal challenge, according to the prime minister’s directive.
