Indonesia strengthens halal ecosystem to boost creative economy

Jakarta (ANTARA) - Indonesia's Creative Economy Ministry is strengthening the halal ecosystem to help creative-economy products move up the value chain and compete more effectively in global markets.

In a press statement received here Friday, Creative Economy Minister Teuku Riefky Harsya said the rapid expansion of the global halal industry presents significant opportunities for Indonesia's creative-economy products.

“The global halal industry ecosystem is extraordinarily large. I have seen firsthand how countries are highly enthusiastic about strengthening protections within the global halal ecosystem. This is an extraordinary business ecosystem,” Riefky said.

He said halal certification is no longer merely an administrative requirement but a tool to raise brand value, strengthen consumer confidence and open export opportunities.

Halal standards have also evolved into part of a global lifestyle, closely linked to quality, safety and hygiene standards, he said.

The opportunity is particularly relevant for Indonesia's 17 creative-economy subsectors, especially culinary products and modest fashion, which can target both domestic and global markets.

“Halal certification is the initial step for Indonesian products, including those from small businesses and creative industries, to enter global markets. A new field is emerging: the halal industrial ecosystem,” Riefky said.

The ministry is expanding support for creative businesses through certification assistance, strategic partnerships and promotion of halal creative products across international markets.

The government is also accelerating coordination among ministries and agencies to ensure the October 2026 mandatory halal policy is implemented effectively and inclusively.

Coordination covers regulatory readiness, service integration, business assistance and public education, the ministry said.

At a ministerial meeting on preparations for the October 2026 mandatory halal policy, Coordinating Human Development and Cultural Affairs Minister Pratikno said implementation should provide certainty for consumers, producers and regional governments.

“The philosophy is right: this is certification. We must ensure implementation reaches businesses while protecting the economy. Regulations agreed upon together should not create problems or disrupt economic activity,” Pratikno said.

Halal Product Assurance Agency (BPJPH) Head Haikal Hasan reaffirmed efforts to expand access to halal certification services, particularly for micro and small businesses in the creative sector.

“The legal basis and objectives are aligned: first, to protect people when consuming and using products; second, to create economic value and strengthen competitiveness,” Haikal said.

The coordination meeting underscored the government's collective commitment to strengthening cooperation and ensuring halal policies are implemented inclusively while supporting Indonesia's creative economy.

The effort follows cross-ministry discussions highlighting the need for regulatory readiness, infrastructure, human resources, service systems and communication with businesses to support implementation.
