Caloocan cop removed from post for allegedly groping woman

A policeman in Caloocan City was removed from his post for allegedly groping a woman.

In a “24 Oras” report by Emil Sumangil on Friday, CCTV footage from a sari-sari store in Caloocan showed the victim, alias “Karina,” looking visibly uncomfortable as she repeatedly glanced over her shoulder.

Shortly before entering the store, Karina said she was groped by a man.

“Hindi pa ako nakarating ng tindahan, may mamang po na nakatayo doon, tapos nung papalapit na po ako sa kanya… bigla pong hinawakan yung braso ko. Itinulak papunta sa dibdib ko,” Karina said.

(I had not yet reached the store when I saw a man standing there. As I passed by him, he suddenly grabbed my arm and pushed his hand toward my chest.)

The man was identified as Louie Colisao, a police master sergeant assigned to Police Sub-station 8 in Caloocan.

CCTV footage showed Colisao following Karina into the store and allegedly grabbing her buttocks. Karina was seen pushing his hand away.

“Hindi ko po alam na sumunod po pala siya doon. Tapos doon niya nga po inano yung pwetan ko,” Karina said.

(I did not know that he had followed me into the store, where he touched my buttocks.)

Karina was not the only woman who came forward.

"Celia" said Colisao approached her while she was sitting in a mall in January.

“Tinapik niya yung tuhod ko na ganun… pinisil niya yung balikat ko dalawang beses. Sa kanya, normal na ica-catcall ka na ‘ang bango mo naman,’ ‘ang ganda mo naman,’ ‘bakit di ka pumapayat,’” Celia said.

(Colisao tapped my knee and squeezed my shoulder twice. He appeared to treat catcalling as normal, making remarks such as, “You smell so good,” “You’re beautiful,” and “Why aren’t you getting thinner?”)

When the National Police Commission (NAPOLCOM) was alerted to the matter, Vice Chairperson and Executive Officer Rafael Vicente Calinisan said he was outraged.

“I did not expect our police officer, a senior police officer at that, ay magmamanyak ng isang babae sa tindahan,” Calinisan said.

(I did not expect a police officer, especially a senior police officer, to sexually harass a woman at a store.)

Calinisan said the incident had been investigated and several administrative cases were filed against Colisao, including grave misconduct and conduct unbecoming of a police officer.

Possible penalties include suspension, demotion, or dismissal from the service.

GMA News attempted to get Colisao’s side, but he did not face the camera. He said, however, that he would face the charges.

As of September 30, Colisao had been removed from his post, according to his officer-in-charge, Police Lieutenant Elsie Guerrero. — Jean Mangaluz/VBL, GMA News
