SKK Migas seeks to boost upstream oil and gas investment

Sanur, Bali (ANTARA) - Indonesia’s Special Task Force for Upstream Oil and Gas (SKK Migas) is committed to creating a more attractive investment climate for the country's upstream oil and gas industry.
“Indonesia continues to strive to create an upstream oil and gas investment climate that is more attractive and predictable,” SKK Migas Deputy for Exploration, Development, and Working Area Management, Rikky Rahmat Firdaus, said at the 2026 ASEAN Council on Petroleum (ASCOPE) conference in Sanur, Bali, on Monday.
SKK Migas’s approach covers three main areas, namely more competitive fiscal policies, more attractive licensing and working area offering mechanisms, and flexibility in accessing data and conducting exploration activities.
“Beyond these reforms, we are developing an exploration engine concept built on three pillars, namely open data, digital exploration, and borderless exploration,” Firdaus said.
The initiative aims to improve the accessibility of subsurface data, accelerate digital evaluation, and allow investors to assess investment opportunities more efficiently before committing funds.
“We want to reduce uncertainty, widen investor participation, and turn more exploration opportunities into commercial discoveries and production,” he said.
In addition, Firdaus said Indonesia is also developing an unconventional oil and gas strategy. The aim is to unlock unutilized resources, offset production declines from mature fields, and reduce dependence on energy imports.
“We welcome experienced companies and technology partners to help speed up the development of these projects, while building a sustainable conventional energy ecosystem,” Firdaus said.
He said that in September 2026, Pertamina Hulu Rokan (PHR), part of Pertamina’s Upstream Subholding, through its subsidiary Pertamina Hulu Energi Rokan Nonkonvensional, signed an unconventional oil and gas production sharing contract at the Rokan Work Area.
