Prime Video’s 3-Season Gritty Crime Thriller Is The Perfect NCIS Replacement

After more than two decades and over 500 episodes, NCIS has practically perfected the weekly crime investigation formula. From murders involving Navy personnel to the chemistry between its Major Case Response Team, there's a reason the CBS procedural has stayed popular for so long as one of the best crime dramas. Still, even longtime fans might want something darker than the usual case-of-the-week format. That's where Prime Video's Psycho-Pass comes in.

With three seasons and six feature films from Production I.G, Psycho-Pass offers a different take on the crime thriller. Written by Gen Urobuchi, the mind behind Fate/Zero and Puella Magi Madoka Magica, the series moves its investigations to a disturbing version of 22nd-century Japan. The government doesn't just punish criminals after a crime. Its nationwide Sibyl System monitors citizens' mental states, stress levels, and personalities to calculate their chances of becoming criminals through a score called the Crime Coefficient.

That's what sets it apart from NCIS. The Public Safety Bureau's Criminal Investigation Division still tracks dangerous suspects, but its Dominator handguns can decide whether someone gets arrested or executed based on that score. Sometimes, that judgment comes before a crime has even been committed. It's familiar detective work with a much darker idea of justice.

Psycho-Pass Turns The Classic NCIS Investigation Formula Into A Brutal Sci-Fi Nightmare

Psycho-Pass Anime Cast Investigators and Enforcers

What makes Psycho-Pass such a good fit for NCIS viewers is that it gets the appeal of a proper investigative team. The story follows 20-year-old rookie Akane Tsunemori, who joins Division One of the Public Safety Bureau’s Criminal Investigation Department after topping her civil service exams. Much like Timothy McGee or Eleanor Bishop joining NCIS as fresh faces, Akane has to find her footing in an established team. The difference is that her new colleagues operate under a much darker system.

Division One has two ranks: Inspectors and Enforcers. Inspectors like Akane and her strict senior partner, Nobuchika Ginoza, oversee investigations, while Enforcers are latent criminals with Crime Coefficients above 100, released from lockup to help track down other offenders. They are essentially the Bureau's hunting dogs, and the Dominator handgun makes their work even more disturbing. It can switch from a Non-Lethal Paralyzer to a Lethal Eliminator depending on a suspect's Crime Coefficient.

Psycho-Pass Season 3 Still Featuring Shogo Makishima And Shinya Kogami Pointing Weapons At Each Other's Neck

Akane sees the system's cruelty on her first night when a terrified hostage is marked for execution after her trauma pushes her score into the lethal range. Akane stops her own lead Enforcer, Shinya Kogami, from pulling the trigger, establishing the show's central conflict between machine-made justice and human judgment.

The procedural appeal is just as strong. Shion Karanomori handles forensic analysis, Tomomi Masaoka brings old-school police experience, and Kogami uses sharp instincts to get inside suspects' heads. Like Abby Sciuto, Kasie Hines, Ducky Mallard, and Gibbs, each member brings something different to an investigation. The big difference? NCIS solves crimes after they happen; Psycho-Pass investigates people the system believes might commit them.

What makes Psycho-Pass worth watching for NCIS viewers is that it doesn't ditch the things that make a good crime procedural work. There's still a tight investigative team, forensic experts picking apart evidence, detectives following leads, and criminals who keep the department on its toes. The difference is that the crime scenes are in futuristic Tokyo, and the technology used to catch killers is just as disturbing as the crimes themselves.

Season 1's Shogo Makishima also gives the anime a proper long-running villain, much like the personal threats NCIS has thrown at Gibbs and his team over the years. And don't let the animation fool anyone into expecting something lighthearted. Psycho-Pass carries a TV-MA rating, with brutal murders, graphic violence, and some genuinely disturbing scenes. Across three seasons, it has plenty of room to build its characters and cases beyond a single mystery. It's a lot darker than NCIS, but that familiar mix of team investigations, sharp detective work, and dangerous recurring villains makes it an easy recommendation for crime thriller fans.
