PUTRAJAYA, Oct 1 — Six resolutions adopted at the Fifth National Research Conference on Governance, Integrity and Anti-Corruption (TIAR) 2026 last Friday will be submitted for consideration by the Special Cabinet Committee on National Governance (JKKTN) at its next meeting.

Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Datuk Seri Abd Halim Aman said this was to ensure the resolutions were translated into concrete improvements to the system, particularly efforts to strengthen corruption prevention, rather than remaining merely conference outcomes.

Speaking to reporters after the MACC’s 59th anniversary celebration and monthly assembly here today, he said one resolution called for the establishment of an integrated National Grant Governance Framework (KTGGN).

He said other resolutions included developing Government Procurement Regulations (Public-Private Partnerships) as specific regulations under the legal framework to strengthen the management of government concessions, as well as enhancing the eCOSS ecosystem through smart data integration to monitor cooking oil transactions.

Abd Halim said submitting the resolutions to the JKKTN was in line with MACC’s approach of strengthening corruption prevention through a more proactive, targeted and risk-based strategy.

In a related development, Abd Halim said the JKKTN, chaired by Prime Minister Datuk Seri Anwar Ibrahim, meets three times a year.

He said the committee met today, but it could not table the six resolutions because the TIAR conference concluded only last Friday.

“So I think they may be tabled at the next meeting,” he said.

Meanwhile, Abd Halim said corruption prevention efforts should draw on investigation findings, data and risk analysis to identify areas that could create opportunities for corrupt practices.

He said Integrity Units should also be further empowered as strategic partners to management in addressing systemic weaknesses and identifying risks, so that breaches of regulations could be prevented at an early stage.

Earlier in his speech, Abd Halim said MACC’s efforts could not focus solely on action after an offence had been committed; prevention must instead be strengthened through an earlier, risk-based approach. — Bernama
