IMF acknowledges Ghana’s strong revenue performance and progress in tax administration reforms

The International Monetary Fund (IMF), in its first review under Ghana’s Policy Coordination Instrument (PCI), has recognised the country’s strong revenue collections in 2026 and progress in key tax administration reforms.
The IMF highlighted the early completion of the review of customs and excise legislation, ongoing digitalization through the Integrated Tax Administration System (ITAS) and electronic fiscal devices, and prospects for increased non-oil revenue in 2027.
This recognition reinforces the Ghana Revenue Authority's (GRA) important contribution to Ghana’s economic recovery and fiscal stability.
Commenting on the review, Commissioner General of the Ghana Revenue Authority, Anthony Kwasi Sarpong, said the GRA remains focused on strengthening compliance and using digital channels to improve tax collection efficiency.
“Our focus remains on strengthening revenue mobilisation, improving taxpayer services, modernising customs operations and investing in the technical competence, leadership development and working conditions of our staff”.
“I commend our hardworking staff and appreciate all taxpayers for their continued contribution to national development”, he stated
Together, he added, “we are building a more efficient, transparent and service-oriented GRA for a stronger Ghana”.
This recognition also amplifies the GRA’s civic role in ensuring that tax payment becomes easier for the ordinary Ghanaian.
As the Minister for Finance, Dr. Cassiel Ato Forson, prepares to present the 2027 budget and economic policy of the government to Parliament, many are not expecting new taxes but rather an enhanced compliance and implementation of the tax laws.
