Osun Assembly backs Adeleke’s order to establish motor park management system

The Osun State House of Assembly has begun moves to establish a legal framework for managing motor parks and garages across the state amid recurring disputes over control of the facilities.

The lawmakers on Monday passed the Osun State Park Management System Bill, 2026, through second reading, advancing a proposal that seeks to regulate activities in motor parks, formalise revenue collection and curb violence and extortion.

Punch reported that the bill was sponsored by Abiola Waheed, Chairman of the House Committee on Works and Transport, who said the proposed law would introduce a structured management system for parks across the state.

Presenting the bill during plenary, Mr Waheed said it would regulate revenue collection from motor parks and help the government block leakages in its internally generated revenue.

He said the proposed system would also provide for digital ticketing and prohibit thuggery and other violent activities within motor parks.

He said the bill sought to “regulate revenue collection and block leakages in the state’s internally generated revenue” and “prohibit thuggery and other violent activities in motor parks across the state if passed into law.”

He added that the legislative backing was necessary to bring greater order and accountability to the operation of parks across Osun State.

Other lawmakers who contributed to the debate said the proposed system could improve revenue generation and accountability while reducing alleged extortion of drivers and passengers.

They also argued that a regulated park management structure would help protect lives and property by addressing disorder and violent disputes associated with the control of motor parks.

Speaker of the House, Adewale Egbedun, said the state would derive several benefits from the proposed legislation and subsequently ruled that the bill proceed to the next stage of legislative consideration.

“With all these submissions, a series of benefits will be derived from the passage of the bill,” Mr Egbedun said.

The bill amid deadly motor park leadership disputes

The legislative move came a week after Osun State Governor Ademola Adeleke ordered the immediate vacation of motor parks by rival groups following the persistent deadly dispute over the control of a park.

Mr Adeleke’s directive followed the killing of his political associate and Accord Party chief, Olalekan Oyeyemi, popularly known as Emir Ajagungbade, in Ile-Ife.

On 14 September, Mr Oyeyemi was shot dead at Mayfair motor park in Ile-Ife in what was reported to be connected to the control of a motor park in Ile-Ife.

Following the incident, Mr Adeleke directed the Commissioner of Police to arrest those allegedly responsible for the killing and ensure that they were prosecuted.

“Law and order must be maintained. There will be no sacred cows as all culprits will be brought to book,” the governor said in a statement issued by his spokesperson, Olawale Rasheed.

The governor subsequently announced plans to reintroduce the Park Management System, saying he would issue an executive order to establish the new management structure for parks and garages across the state.
